Subject: IRP text from Initial Draft Report revised to reflect our work

With huge apologies for late delivery, I’ve attached a draft of the report text revised to reflect our decisions.  I am willing to put the draft bylaws language in the report as an appendix, but I don’t think its fully cooked right now.
