the ccNSO members meeting talked accountability today and here is my sum of the specific discussion about the Enforcement Model question:

Rough consensus: no fundamental objections to either model. (Small minority concern raised about statutory rights of a member)

This was followed by a temperature check.

Temperature check: significant preference for designator than member. (approx 60% for D, 40% for M; ~⅔ participated in temp check)
