Many years ago, I was [along with some on this list]
engaged in helping to support the International Forum on the White Paper.
That process was owned by the community and was open and inclusive.
Perhaps it will, at some point in the future, be appropriate for the community to 
self organize consultations -- open and inclusive -- on the draft proposals.

I agree with Kavouss, however, that CCWG should not engage in the day to day
operations of ICANN.  

I remain impressed and following closely,  the work of this CCWG.

Yes, I saw that too … especially since I know of no “drafts of reform proposals” that are in near-enough good shape to start canvassing opinion about.  I also wondered why ICANN would be touring European capitols seeking government support rather than, say, non-government communities.  And why Europe and not, say, Africa or South America?
