Bruce: is the Board prepared to accept the existence of WS2 and to honor it? The public comments on the second draft report indicated no. If there has been an acceptance of the need to complete the project, that would be helpful to know.

Same as Work stream 1 – 2/3 vote to reject and then dialogue to resolve issues.   See resolution from Los Angles in 2014.
