This paper and email thread are only about the ICANN Community Assembly, which is a discussion forum. There are no votes and no quorums in this body.

We DO however need to make sure to discuss quorum when it comes to decisions of the community member. So thank you for raising this and we will take it into account in the next drafting of that paper.

A prerequisit of any decision making body or voting is to have Quorum , usually simple majority, without that the decision is VOID and INVALID.
I have not seen any direct refernce in the community empowerment to the fundamental prerequisit Quorum

Please see attached and debate away!  I've tried to be clear on its solely advisory nature, and have suggested that this would be the forum to use for the Public Accountability Forum suggestion made by advisors a while ago.
