That was a confusion that started in the CCWG-Board session.

Work Party 1 is Community Empowerment so Scope is probably not in scope there. Sounds like Review and Redress (Work Party 2).

Maybe someone should do a 2x2 matrix to show which Work Stream topic is in which Work Party (and vice versa).
