Subject: Re: [CCWG-ACCT] Template for IRP in advance of Istanbul

Thanks Becky,

Some questions for consideration, apologies if these have already been considered by the group:

1. Would panel decisions have precedential value?

2. What would happen if timeframe requirements were not met?

3. How are third parties considered, and conversely, would emergency relief proceedings be required to stay a decision or process?

4. Could an expedited process exist (the ICDR rules currently provide for this)?

5. Would a pre-mediation process be advised/required (e.g. CEP and/or as outlined in the ICDR rules)?

6. What summary dismissal provisions exist and when could these be invoked?

Best, Jacob

Dear CCWG-ACCT -

I’ve attached a draft accountability mechanism template for a revised/enhanced Independent Review.  Many thanks to those on the Independent Review working group who put this together!  You will notice that the template includes lots of questions and alternatives to be discussed in Istanbul.

Best,
Becky
