I agree the implications are worth considering in developing/improving review mechanisms and stress testing them.
One issue that worries us is the potential negative repercussions of overruling the bylaws that are relied upon and expected to be upheld and enforced.

Thank you for bringing this up.  Some very independent thinking from the Independent Review Panel....  Overruling the Bylaws!  Who knew that was even possible?
