I was part of the breakout session that made this recommendation.

It was a reaction to the comments that ICANN is a closed community and that we are not open to input from "outsiders". There did not seem to be any harm, and did have some benefits in allowing anyone to initiate the process which then needed to be ratified by the AC/SO involved.

Clearly if an AC/SO is flooded with such requests, there would be a problem, but that (correctly or not) was not envissioned.
