Just to clarify, the funds is available to members alone, which has been the usual practice. However, my point was that Co-Chairs should be careful not to disqualify any member on performance basis as that should be within the remit of the appointing SO/AC.

As to participation of developing regions, I think it may be a good thing if ICANN 57 fellows (especially those who are already active in this) are supported with extra night (assuming fellows won't be arriving early enough) to be able to participate.

SO: I encourage Co-Chairs to be very careful with this one. A member what it is and evaluation should be based on that; it should remain within the scope of respective appointing SO/AC to determine if such a member is performing or not.
