As per the request of the co-chairs please find attached the final version of Recommendation 12 as approved at the February 9th meeting of the CCWG which has been reviewed by lawyers (but required adding Staff Accountability).

The changes to re-introduce Staff Accountability and the legal review comments (minimal) in red line are attached as well as a clean version.
