In studying the structure of communities and sub-communities within communities, I find that different arrangements of stakeholders often need definition.

So while from a government perspective, it may look like the 3 communities Government, Private Sector and Civil Society, with a cross cutting community of Academic and Technicals may be appropriate, it is not fit for purpose for most communities in the world.
