On a more serious note, I think it's either the author is not reading the entire proposal to appreciate the significant improvement on power balancing that has been proposed compared to the current status-quo Or as likely is the case that the interest is just a political attempt to stall the entire transition.

Well, the global community has done her part by delivering a proposal that meets the NTIA requirement, it's up to the USA to do her part as well and thank goodness that the letter was not addressed to ICANN this time around.
