Yes ,it is rather strange to refer to an MoU which does not have a legal status but some sort of understanding between the concerned parties in a high level Bylaws provision suc as Mission Stement and similar high level provision.

There is no impact of th BYLAWS amendments on the implementation nor on the content of that MoU.
