I reached out internally and this is not an ICANN plan.  We are not clear about where this idea of the tour of capitals arose for the inclusion in this article, nor about the canvassing opinion.  ICANN, by NTIA’s request is the convener and facilitator of the transition development process.  In that role, ICANN also performs outreach to develop awareness and understanding of the process and  to encourage participation.
