The letter says "to the contrary, Congress expressly mandated that no funds be used to relinquish the NTIA’s supervisory functions." 

Is there any detail and reference on this? Appreciate sharing any links etc. Also, if anyone knows how would the funds be arranged for such processes??If not NTIA, who will pay?? any idea?
