CCWG-Accountability WS2 Final Report - Transmission to the ICANN Board

*Cherine Chalaby* *Chair ICANN Board of Directors* Following the submission of the Cross Community Working Group on Enhancing ICANN Accountability’s (CCWG-Accountability) Work Stream 2 Final Report to its Chartering Organizations on 9 July 2018, we are pleased to announce that it has been approved by all six organizations. Some GAC members support the recommendations. Other GAC members consider that they fall short of the objectives envisaged for Work Stream 2 and only partly mitigate the risks associated with ICANN’s subjection to US jurisdiction. The reasons why these members object to approving the recommendations are documented in the dissenting statement submitted to the CCWG by Brazil.*” Each of the 8 sets of recommendations were the subject of at least one public consultation which helped shape the final recommendations for each of these. Once all of the recommendations were finalized they were assembled into the WS2 Final Report which was the subject of a final public consultation which did not raise any issues which needed to be addressed by WS2. Prior to submitting to the Chartering Organizations for their approval, the Work Stream 2 Final Report, including Annex 9 - Implementation Guidance, received consensus support within the CCWG-Accountability, with two minority statements recorded in Appendices 4.2 and 8.2 of the Final Report. Overall, the CCWG-Accountability’s WS2 represents another significant effort by the community of 272 meetings, more than 5,000 emails, and 10,000 hours of volunteer meeting time, which does not include individual time for reading and writing, over a period of two years while remaining well within its original one-year cost estimates. With the sign off by the Chartering Organizations of the WS2 Final Report ( https://community.icann.org/display/WEIA?preview=/59640761/88575033/FULL%20W... ), the CCWG-Accountability is pleased to transmit it to the Board for approval as part of the Work Stream 2 process.
