This is Work Item WP1-7A in Working Party 1. This update focuses on the power to spill the whole Board, following discussion at the CCWG that individual director removal could form part of post-transition Work Stream 2 work. It actually also functions, more or less, as the Template for Work Items regarding the mechanisms, as it defines a "Community Council" as a vehicle by which the power to Remove the ICANN Board of Directors would be exercised. It strikes me that this Council, if we like the shape of it, could (with various voting thresholds) serve as the vehicle for quite a few powers. There are some caveats or points to note: - there are some options in this, esp for size/composition. - I am not a lawyer but I have written organisational constitutions before. This is an OK first draft but it is *not complete and leaves questions unanswered beyond those highlighted in the template.* - I have not developed legal questions that the lawyers might helpfully address in testing this template mechanisms, but plan to do so over the weekend. - I had some help from our friendly co-Chairs in some of this drafting - thanks to Mathieu, Thomas, Leon for that.
