Regarding mission statement and human rights
Hello All, Of the various issues raised in the Board comments on the 3d draft, the two areas that still remain of great concern to the Board are the proposed new mission statement and the proposed new human rights bylaw. About half of the Board members were on the most recent CCWG call, so we will take the comments made by CCWG members on that call into account as well as notes posted to the CCWG list. The Board is meeting in Singapore next week, and the plan is to provide some further input on these two topics and in particular to provide a detailed rationale for any new comments on those topics. Bruce For the Human Rightissue,one suggestion was to follow the Board's request ( Not to include any thing about HR in the transitial / intermediate Bylaws but receiving the Board's FIRM Committment IN A bOAR'S rESOLUTION APPROVED AND SENT TO CCWG IMMEDIATEL enabling CCWG whther it could endorse that and annex it to the Bylaws to cool down those who are worried about the HR. For the Human Rights issue, one suggestion was to follow the Board's request ( Not to include any thing about HR in the transitional/ intermediate Bylaws but receiving the Board's FIRM Commitment IN A BOARD'S RESOLUTION APPROVED AND SENT TO CCWG IMMEDIATELY) enabling CCWG whether it could endorse that and annex it to the Bylaws to cool down those who are worried about the HR.

Dear Bruce. Tks for the board kind consideration of the suggestion This practice has been used by many entities when they cannot decide on the details of an issue due to its complexity, delicacy and time constrains while the substance of the matter is recognized by that entity.. The legislator includes the objectives of the matter /issue as a firm commitment / action in a Resolution which has the same value / power/ weight as the legal document but is not an integral part of the doc but referenced in the legal document This course of action provides assurance to both parties that ,one the one hand the importance of the matter if fully recognized by all and, on the other does not engaged the parties in an issue the details of which yet to be carefully studied, examined and approved . However, the language / text of the Resolution , also fully recognize the fundamental importance of the matter ensures that that objectives of the case will be fully observed and respected as a firm commitment but in the meantime until the details of the case suitable for inclusion in the legal text are approval. Whenever I propose a solution it stems from my long legal experience dealing with similar subjects. As you know the jurisprudent is a legal term and precedence of treatment is a legal practice. What we should do at CCWG is to take all aspects of the matter into account, including any intended or unintended consequences as well as any difficulties that may be faced in its implementation and provide a satisfactory solution for the matter .
