As an unfunded participant, as well as due to the fact that I have other business travel plans on 9/26, I shall not be in attendance. However, I do have a few questions for CCWG leadership: * Did CCWG leaders make an affirmative decision to proceed with a 2-day meeting in LA? Assuming they did, what were the primary factors on which the decision was based? * What is the anticipated agenda and purpose of the meeting justifying the expense and time commitment? * Given that the idea of a F2F meeting originally came from the Board, will there be interaction with the Board on 9/25 (noting Chris Disspain's advisory that the Board has a previously scheduled workshop in LA starting on 9/26)? And what measures will be taken to ensure that this will not turn into a CCWG-Board negotiating session, given the apparent consensus against that expressed during this week's CCWG call? To amplify on my questions- My notes on Tuesday's CCWG call indicate that toward the end there was a consensus that no decision on an LA meeting would be made until the CCWG had seen all the comments, including the Board's. My notes appear to be correct, as the notes, recording, and transcript links distributed by Brenda on 9/8 state in the official Notes: The group is in agreement that a face-to-face meeting if conducted must be well-prepared and fit in the CCWG workflow. It must be as inclusive as possible, including additional travel funding. We need to have a good documentation of Board's thoughts. There should not be any suggestions that this is a negotiation between Board and CCWG. Meeting should be kept more open to community input as such. At same time, we have heard comments that we should embrace opportunity to work with Board. We are lacking information to make a decision of whether this fits work flow. We will let Board know that we are continuing to make a decision about this and will share with them discussion that took place today. We will be able to make a decision once all comments received. (Emphasis added) All comments have not yet been received as the comment period closes tomorrow. This will be two full days for a meeting of the CCWG-A, as indicated. Will there be a segment specifically designated for dialog with the ICANN board collectively, or is the expectation that interested board members might participate individually as opportunity permits? The focus of the meeting will be the accountability proposal and the various comments submitted in response there to, including (possibly) those of the board, i.e., the CCWG proposal will be the locus, correct? They think we've forgotten how the IFWP wrapped up in a cosy negotiation that excluded the participants of the process and plan to repeat the exercise with the transition. Expect the result of this meeting to be a negotiated deal between the Board and the CCWG Leadership. Nigel, are you an unfounded or unfunded participant? :-)-O The issue is not funding, that has been clear from Day One. The arguments recently advanced, are mainly amusing (as the one below) if only for their obvious self-servingness. No, the issue is the short notice. Even as a funded (appointed) member, I have to work for a living. It costs me four and a half days' worth of consultations and one surgery list. Never mind the weekend with family that I am almost as much concerned about as your average Swiss civil servant. I doubt that there will be a "negotiated settlement" between the Board and CCWG, but whatever happens it'll not be behind closed doors. While I am at it I am also somewhat amused by the distrust of the Board on principle by participants mainly from ALAC and gNSO, which as such generalities go, is mainly unfounded, whereas at the same time the specific ccTLD related Board atrocities (that have you, me and other ccTLD Managers so concerned) are largely and blissfully ignored. greetings, el -- Sent from Dr Lisse's iPad mini

Hi, I expect that the meeting would allow remote participation. Even though I would have also appreciated support for ccwg-participants, I think it's important to note that this is not a new thing as all CCWG meeting in the past has happened in this way. I think it's just economically reasonable enough to restrict the funding in such a manner. It is my hope that the Co-Chairs will (as usual) ensure to treat remote and physical participants equally as it concerns participation. To be honest its disappointing to see that stakeholders who have been heavily involved in the process to date may not be given to opportunity to attend in person. Given the importance of this event and some statements that had been made around active participants being offered the opportunity to have a seat at the physical table its unfortunate that this hasn’t been reflected in the outcome of the planning for the meeting.

The impression I had from the call was that if a meeting were scheduled, the purpose would be to review all public comments and not to simply talk to the Board. Talking to the Board is a good idea but in fact it appears there is no formal meeting with the Board that has been announced and there will only be Board members as participants in the sessions. I actually think it would be good to schedule a fixed time for a formal meeting with the Board where the largest number of remote participants can be included. There seems to be some fear on the list of a “side deal” being negotiated. If this is conducted as a Face to Face of the CCWG (as was Paris) then there should not be a side deal in Santa Monica. (Am I being too idealistic?) If there is a “side deal” negotiation going on, it is probably happening right now anyway and without the necessity of a face to face meeting. I think the face to face meeting sheds MORE light on the process, not less. It is also an opportunity to document discussion and consensus building with respect to all of the public comments. This is why I place emphasis on review of a staff summary of all comments received and that this staff summary would be available to all participants a few days prior to the Face to face in Santa Monica.
