Update on the Status of the Transition Negotiations In Congress
As there was much interest yesterday, I thought I would share this update from the Washington Post on negotiations regarding the US budget and their effect on the IANA transition: https://www.washingtonpost.com/news/powerpost/wp/2016/09/20/senate-leaders-s ay-they-are-close-to-deal-to-prevent-government-shutdown-provide-zika-funds/ FWIW, in my opinion the Post is more or less our "home town" newspaper and tends to have solid sourcing for articles like this. Paul Paul Rosenzweig Red Branch Consulting 509 C St. NE Washington, DC 20002 O: + 1 (202) 547-0660 M: +1 (202) 329-9650 VOIP: +1 (202) 738-1739 paul.rosenzweig@redbranchconsulting.com <mailto:paul.rosenzweig@redbranchconsulting.com> My PGP Key: http://redbranchconsulting.com/who-we-are/public-pgp-key/
So how exactly how many horses are being traded right now? On 21/09/16 15:40, Paul Rosenzweig wrote:

This is how legislative sausage gets made. The same conservative interests that oppose or wish to delay the IANA transition are also generally opposed to the existence of the Ex-Im Bank, so it's not clear if the proposed horse trade reported in the story will be accepted. One more thought: This report, assuming it is accurate, tells us that the Democrats are willing to trade away a freeze extension for something else they want. That makes it unlikely that the presence of a freeze extension in the final package will trigger a Senate filibuster, much less a government shutdown because the issue prevents passage and signing of a short term funding bill. The latest GOP offer also included a provision sponsored by Sen. Ted Cruz (R-Texas) that would delay plans for the U.S. government to give up control over a global nonprofit that oversees the internet domain system. Cruz told reporters that he is “cautiously optimistic” that it will be included in the final package. But the Obama administration strongly opposes the delay and Democrats have been unwilling to accept that addition unless language is also included that would free the Export-Import Bank to approve more deals. The bank is supposed to have a five-member board, but only two of the slots are currently filled due to Republican opposition to confirming more members. A third is needed to reach quorum to review deals over $10 million. The provision being pushed by Democrats would eliminate the need for a quorum.
