The archive is where to confirm that, as my post didn't make it to the list. Nevertheless, there could be a mistake in the settings of a particular user which i believe can always be communicated to staff for correction. Speculating further, on item 3 if indeed there is the option to easily grant observer non-texting/talking role in AC then that would have been applicable to observers. However I couldn't find that feature [1], otherwise observers should at minimum be able to do 1,2,4 and I will also add 3 so long as they are not participating in decision making.
