Along with those issues the question of independence (from Staff, from Board, from part of the community…) was also discussed. The evolution of role of the ICANN Ombuds Office (IOO) is at the center of the IOO Subgroup. The new Complaints Office role is also discussed in various subgroups. Dear Sebastian thank you. As a comment to the document: The independence of the ombudsman's office is not only necessary. It is imperative. Its decisions must be binding, and should be limited and related to dealing with cases inherent in the defense of rights of participation and action of citizens or users. The document seems appropriate to structure at least the following areas: 1. Scope and functions 2. Their administrative and financial autonomy 3. Mechanisms and procedures and 4. Resolutions and their implementation. It is also essential to provide timely care and in the language of those affected. Carlos Vera Ecuador

Dear Sebastien, I still think there may be somebody with some problem to raise, and you will not know exactly if you should go to Ombusd or the Complaint Officer. In this paragraph: Key Responsibilities Responsible for receiving, investigating and responding to complaints about ICANN's effectiveness as an organization and will be responsible for all complaints systems and mechanisms across the ICANN organization. Hello Alberto,
I still think there may be somebody with some problem to raise, and you will not know exactly if you should go to Ombusd or the Complaint Officer.
If there is an issue with unfair treatment by employees or contractors associated with the ICANN Organization - the complaint should first go to the complaints officer. Most Ombudsman will generally ask if you have first raised the complaint through the normal complaint processes for an organisation. If the complaint hasn’t been resolved to your satisfaction - then go to the Ombudsman. If the complaint is about unfair treatment by members of the volunteer community then typically this should go to the Ombudsman - but the Ombudsman might first ask if you have raised the issue with the chair of the relevant working group, stakeholder group, constituency, supporting organization council, advisory committee, or board. Thanks Bruce. I do not like it either. Whenever someone has a problem, if you go first to one of the options, and it is not correct, they will tell you to go to the other. And it's a bad image.
