Dear Colleagues, It is my pleasure to forward the first draft report from one our subgroups. Congratulations to the Transparency subgroup for their ability to work efficiently and diligently on this important aspect of our work. The proposals will be discussed in our call today as a first reading, as well as in Hyderabad. I'll note that, in each section, there are one or two "Questions raised for further consideration". These generally relate to issues that were raised by the participants in our call on Friday, and which we haven't been able to resolve yet. We aim to build these into the document as discussions move forward, hopefully with input from the broader community.
