Dear all, Collection of existing info should not be limited to those mentioned above All discussions and arguments referred to in UN, ITU, IGF, NetMundial and other forum must be collected But these are excising materials . What new elements, new ideas , innovative approach are on the table What an bout the review of RFP initially published by NTIA? Dear Mr Arasteh, I remain confused by your advice. Are these the positions of ICG, GAC or both? And where can I read more about them? Can you perhaps provide a link? And I can't find them in the charter either, do you think you can point me there? el Sent from Dr Lisse's iPad mini

I agree. If a member or participant (*) would like to raise an accountability issue for this CCWG to consider, surely they should be able to do so irrespective of whether it was mentioned in the previous public comment period or not? It may have been mentioned elsewhere, or arise anew. Please would the Chairs advise how they would like such issues to be raised (for example, within WG1, within WG2 but not WG1 etc) If the Chairs wish to exclude such items and limit the scope of this CCWG's work to matters previously raised (I do not think this is the intention, but let's be sure) then please say so explicitly, so that the group may consider that proposition. If it is intended that new matters can be raised, we need to know how you would prefer that we do so. Kind Regards, Malcolm. Dear Mr. Buckingham Your message below, addressed to Kavouss Arasteh, representative of the Government of Iran, does not meet the standards that we all as members of the ICANN community should treat and talk to each other. You may disagree with the points someone makes, you may have the view that somebody is taking up to much time/space on a mailing list. This is all fine and it is your right to communicate such views. But we all – as members of the global ICANN community – should always express ourselves with respect and take care of the words we use. We are here working together in a global environment with people coming from very different stakeholder backgrounds and also from very different regions of the world with different cultures and ways of expressing ourselves. But what we should all have in common when engaging – agreeing or disagreeing – with each other is a minimal standard of decency and manners in the way we talk to each other. Thank you for giving this due regard in future communications. Best, Thomas Schneider Chair of the GAC P.S. if the honourable queen of the united kingdom knew that someone with such a name expresses himself in such a way as you just did, she would probably be “not amused” ☺ Von: accountability-cross-community-bounces@icann.org [mailto:accountability-cross-community-bounces@icann.org] Im Auftrag von Phil Buckingham Gesendet: Freitag, 12. I agree.
If a member or participant (*) would like to raise an accountability issue for this CCWG to consider, surely they should be able to do so irrespective of whether it was mentioned in the previous public comment period or not? It may have been mentioned elsewhere, or arise anew.
Please would the Chairs advise how they would like such issues to be raised (for example, within WG1, within WG2 but not WG1 etc)
If the Chairs wish to exclude such items and limit the scope of this CCWG's work to matters previously raised (I do not think this is the intention, but let's be sure) then please say so explicitly, so that the group may consider that proposition. If it is intended that new matters can be raised, we need to know how you would prefer that we do so.
Kind Regards,
Malcolm.
(*) Is there a collective noun that we could use that would include both "members" and "participants", without giving offence to either?

All, first of all, let me echo Thomas Schneider’s statement. Let me also say that I am encouraged by the many comments afterwards stating that we as a group will not accept and tolerate such communication. We may have different views that we may not agree to, but treating each other with due respect and listening to other’s view is imperative. After all, this diversity is what makes the multi stakeholder model. I recommend to read the ICANN Expected Standards of Behavior, which can be found here: https://www.icann.org/resources/pages/expected-standards-2012-05-15-en It is my sincere hope that we can now focus on the topics we are chartered with and that the group is not forced to deal with questions such as this. I am sure to also have spoken on behalf of co-chair Mathieu Weill and interim co-chair Alan Greenberg. Kind regards, Thomas Rickert

Agree with Malcolm that our CCWG will be able to develop new accountability ideas that have not previously been suggested in public lists. Malcolm, Kavouss, Steve, all, thanks for raising these questions. The four area groups launched after our first meeting are intended to kick off work, but certainly not to restrict scope. Any relevant input regarding Icann's accountability is appropriate to consider at this stage. We have initiated a collection of relevant documentation, including general accountability documentation and stakeholder expectations regarding Icann in our wiki : https://community.icann.org/display/acctcrosscomm/Group+Uploaded+Resources <https://community.icann.org/display/acctcrosscomm/Group+Uploaded+Resources> It is currently far from exhaustive, but I would encourage you and any other on this list to share their inputs. Any colleague* on the list is encouraged to raise issues he or she finds relevant on the list, ideally through providing relevant documentation and we will ensure that we build a more comprehensive view of our scope. For example, Mr Arasteh, I know you have great experience also in other organisations outside Icann, so your contributions regarding accountability standards and mechanisms in these organisations would certainly bring a lot of value for this group. In order to make sure nothing gets lost, please do submit your input and background documents to the wiki. You might wish to consider to wait until you see what the 4 sub groups have collected and add those points that have not been covered to avoid duplications. Finally, let us please stress that input is welcome and equally treated regardless whether it comes from a member or a participant. All colleague’s input is much valued and will be considered by the group. Best regards, Mathieu & Thomas & Allan * Malcolm, I believe colleagues would be appropriate to encompass members, as well as participants

Agree with Malcolm that our CCWG will be able to develop new accountability ideas that have not previously been suggested in public lists.
My sense is that work assignments for our next meeting are intended to provide a starting point, by listing accountability suggestions already posted thus far. — Steve DelBianco Executive Director NetChoice http://www.NetChoice.org <http://www.netchoice.org/> and http://blog.netchoice.org <http://blog.netchoice.org/> +1.202.420.7482

Dear Thomas Rickert, Thomas Schneider , Matthew, Malcolm, Olga and Others , Thanks to your wise and constructive views, What bothered me was the lagunage and tone of one colleague( Phil Buckingham) that was incompatible with the Code of Conduct and international standards used in communication between people . Being 40 years in the business , I have never ever heard such an unfriendly language and strong tone /words . I categorised it unfriendly to maintain the work atmosphere positive.and did not go beyound that However, that person needs to apologise for loosing his temper and raising his tone and using language with such an un acceptable terms Kavouss 2014-12-12 2:02 GMT+01:00 Edward Morris <egmorris1@toast.net>:
