Fwd: Transmittal of CCWG-Accountability Report to the ICANN Board
10 March 2016 Dr. Stephen Crocker, Chair ICANN Board of Directors Dear ICANN Board of Directors, Following the submission on the Cross Community Working Group on Enhancing ICANN Accountability (CCWG-Accountability) Work Stream 1 Report to its Chartering Organizations on 23 February 2016, we are pleased to announce that transmittal of the report has been approved by all six organizations. Each of the Chartering Organizations’ approval and statement is recorded as follows, in order received: Security and Stability Advisory Committee <http://mm.icann.org/pipermail/accountability-cross-community/2016-March/0116...> (SSAC) Address Supporting Organization <http://mm.icann.org/pipermail/accountability-cross-community/2016-March/0116...> (ASO) At-Large Advisory Committee <http://mm.icann.org/pipermail/accountability-cross-community/2016-March/0116...> (ALAC) Governmental Advisory Committee <http://mm.icann.org/pipermail/accountability-cross-community/2016-March/0116...> (GAC) Generic Names Supporting Organization <http://mm.icann.org/pipermail/accountability-cross-community/2016-March/0116...> (GNSO) Country Codes Names Supporting Organisation <http://mm.icann.org/pipermail/accountability-cross-community/2016-March/0116...> (ccNSO)[1] <x-msg://160/#_ftn1> In addition, the CWG-Stewardship certified <http://mm.icann.org/pipermail/accountability-cross-community/2016-February/0...> that the CCWG-Accountability has met the dependencies on which their proposal was expressly conditioned, thus allowing the IANA Stewardship Transition (as a whole) to proceed. The report is the result of extensive work by the CCWG-Accountability’s 28 members, 175 participants and a team of highly qualified legal advisors since December 2014, which included over 221 calls or meetings, 3 public consultations and more than 13,900 email messages. It represents a carefully crafted balance between key requirements, specific legal advice, and significant compromises by all who participated and includes diligent attention to the input received through the Public Comment proceedings. Prior to submitting to the Chartering Organizations for their approval, the Work Stream 1 Report received the consensus support within the CCWG-Accountability itself, with five minority statements recorded in Appendix A of our Report, and available here <https://community.icann.org/x/0ReAAw>. With the sign off by the Chartering Organizations of this report, the CCWG-Accountability is pleased to transmit this report to the Board as part of the IANA Stewardship Transition process. We are available to you in order to answer any questions you may have and to explain any details of the proposal. For the interim, the chair of the ccNSO is requested to inform the ICANN Board of the decision of the ccNSO Council under the assumption the decision is effective and subsequently, after seven (7) days, whether these decision has become effective.
Hello Thomas, This is great news! The Board is very pleased to see that the final proposal has support from all six of the chartering organizations. This is a tremendous achievement, and I personally thank all members and participants in the CCWG for the long hours of work to complete this report. I have shared you note below with the whole Board list, and we are working on resolutions for the public Board meeting this afternoon. Regards, Bruce Tonkin
Thomas, León and Mathieu, Thanks very much for transmitting this proposal. I have forwarded it to the rest of the Board. We will process it later today at the public board meeting. We will say thanks several more times, but we’ll start now: Thank you and everyone on the CCWG and all of the people who worked on this. This is a very good day. +1 For those of us who helped with the green-paper/whitepaper and draft the initial bylaws this proposal is a great one - and perhaps over-due. Evolutionary reform since 1999 has built not only an accountable, multi-stakeholder ICANN - it has created a model for broader promotion of multi-stakeholder processes in the international system. If all goes well now in Washington, we as a community shall have achieved something which we first aimed for the in the late 1990s. Paul On 3/11/16 8:08 AM, Perez Galindo, Rafael wrote:

Dr. Stephen Crocker, Chair *ICANN Board of Directors*
Dear ICANN Board of Directors,
Following the submission on the Cross Community Working Group on Enhancing ICANN Accountability (CCWG-Accountability) Work Stream 1 Report to its Chartering Organizations on 23 February 2016, we are pleased to announce that transmittal of the report has been approved by all six organizations. Each of the Chartering Organizations’ approval and statement is recorded as follows, in order received:
* Security and Stability Advisory Committee <http://mm.icann.org/pipermail/accountability-cross-community/2016-March/011606.html>(SSAC) * Address Supporting Organization <http://mm.icann.org/pipermail/accountability-cross-community/2016-March/011639.html>(ASO)
* At-Large Advisory Committee <http://mm.icann.org/pipermail/accountability-cross-community/2016-March/011658.html>(ALAC) * Governmental Advisory Committee <http://mm.icann.org/pipermail/accountability-cross-community/2016-March/011676.html>(GAC)
* Generic Names Supporting Organization <http://mm.icann.org/pipermail/accountability-cross-community/2016-March/011694.html>(GNSO) * Country Codes Names Supporting Organisation <http://mm.icann.org/pipermail/accountability-cross-community/2016-March/011697.html>(ccNSO)^^[1]
In addition, the CWG-Stewardshipcertified <http://mm.icann.org/pipermail/accountability-cross-community/2016-February/011509.html>that the CCWG-Accountability has met the dependencies on which their proposal was expressly conditioned, thus allowing the IANA Stewardship Transition (as a whole) to proceed.
The report is the result of extensive work by the CCWG-Accountability’s 28 members, 175 participants and a team of highly qualified legal advisors since December 2014, which included over 221 calls or meetings, 3 public consultations and more than 13,900 email messages. It represents a carefully crafted balance between key requirements, specific legal advice, and significant compromises by all who participated and includes diligent attention to the input received through the Public Comment proceedings.Prior to submitting to the Chartering Organizations for their approval, the Work Stream 1 Report received the consensus support within the CCWG-Accountability itself, with five minority statements recorded in Appendix A of our Report, and availablehere <https://community.icann.org/x/0ReAAw>.
With the sign off by the Chartering Organizations of this report, the CCWG-Accountability is pleased to transmit this report to the Board as part of the IANA Stewardship Transition process. We are available to you in order to answer any questions you may have and to explain any details of the proposal. For your information, comprehensive further background documents and reference materials are availablehere <https://community.icann.org/x/ogDxAg>.

This is indeed an historic milestone. Congratulations to the CCWG members and participants -- and to the co-chairs and rapporteurs, and the entire ICANN staff and the ICANN Board. Your tireless efforts to reach consensus lie at the heart of this accomplishment. The weeks to come will provide a new set of challenges, but we are committed to supporting you as you see this project to successful completion. We are very proud to be a part of this. Well done!
