Dear Co-Chairs I have sent you an important message last night repeated today on how best to reflect the concept of "GAC CARVE-OUT "in the bylaws as precise and as accurate as it was agreed reluctantly . I have distributed that text to many others. This would considerably facilitate the implantation of that concept without going into a rigorous and heavy drafting which could in turn results-in ambiguity, misunderstanding, misinterpretation, is application and intended or unintended extending and /expanding the concept to the area which was neither the objective nor the purpose of that concept. I am worried about the silence and indifference of the co-chairs in assuming their heavy responsibility which if not properly assumed could also result discrimination and between various constituencies of ICANN and put in question the proper application of the process of drafting bylaws I therefrom recommend you to take my suggestions seriously into account and reply to it as soon as possible and certainly before Monday. I would draw your kind attention to the meeting organized by ICANN Geneva and LA Office for permanent missions in Geneva on 21 April 2016. No doubt I will brief also all governments of the above danger of ambiguity, misunderstanding, misinterpretation, is application and intended or unintended extending and /expanding the concept of GAC CARVE-OUT to the areas which was neither the objective nor the purpose of that concept. I call for your attention that I am quite able to shed some lights on the matter and draw the attention of the Governments most of them have been silent or indifferent till now but may strongly react if the process is inappropriately pursued. .
