In addition to what Barrack has said, Sac044[1] highlights how a registrant may protect her domain(s) - account(s) . Hopefully some of the text could help you determine certain policies you want to propose in your case. That said, kindly also note as well that SAC044 is more focused on registrants which is a sub-set of end user, it's also almost 10 years old hence may not entirely capture recent realities and challenges
