I’m very pleased to hear (read) your concern about ALS activity at AFRALO.
This issue has been discussed for long and even criteria of activity were proposed not only in AFRALO, but also in all the other regions.

For AFRALO, this issue is under consideration in the Operating Principles review Working Group that I’m chairing. We started in 2014 and stopped due to our deep involvement in the IANA stewardship transition and ICANN accountability processes. We already addressed several parts of our work, and will resume soon to finish the review and give our recommendations to AFRALO for adoption. You are all welcome to join the WG.

This is a very important point to consider. This is a shame that we did not reach quorum and we should make sure we solve the issue as stated by Mwendwa. How many ALSes do we have? How many of them are active on the list? The best way to ask consensus would be to consider the ALSes that are active on the list because some may probably be using email adresses they are not reading very often and may have missed this vote. Or some, after registering their organizations are no longer interested in ICANN or maybe officials have changed with the new ones knowing anything about ICANN, etc.

I suggest staff to conduct a survey (or a membership renewal type of thing) targetting all ALSes and see those who are active and these might be the ones to be involved in upcoming votes.
