Chers collègues et amis,

J'ai rejoint le leadership d'AFRALO en 2010 et depuis lors, mon engagement au sein de la communauté a été sans relâche et a été démontré à travers de nombreuses actions que j'ai menées et dirigées au cours de toutes ces années. AFRALO est aujourd’hui l’un des RALO les plus actifs au sein d’ALAC. J’ai en effet contribué à toutes les actions de sensibilisation et d’engagement en organisant plusieurs webinaires et des formations (sur site et virtuel). J’ai également été l’un des principaux organisateurs des différentes Assemblées Générales (Dakar, Londres, Johannesburg), où nous avons réussi à réunir toutes les ALS. Les objectifs de ces actions sont non seulement de sensibiliser nos ALS au processus de développement de l’ICANN, mais aussi de les impliquer davantage sur les questions traitées par l’ICANN afin d’accroître l'efficacité de la participation de l'Afrique à travers les utilisateurs finaux.

Durant mon mandat de président d’AFRALO, grâce à l’effort de tous, nous avons réussi à augmenter considérablement le nombre d’ALS. AFRALO représente aujourd’hui plus que 50 membres représentant plus que 30 pays du continent. Ces ALS œuvrent toutes pour le développement Humain à travers les TICs au niveau local. Elles représentent une diversité culturelle et ethnique et linguistique importante qui fait la force de notre RALO, puisqu’elles offrent aujourd’hui une voie pour l’utilisateur d'Internet individuel.

J'ai servi la communauté en participant à plusieurs initiatives qui sont devenues par la suite des activités permanentes dans l'ensemble d’At-Large notamment :

La réunion conjointe AFRALO-AfrICANN dédiée à l’ensemble de la communauté africaine de l’ICANN, que nous organisons à l’occasion de chaque réunion ICANN. Cette tradition qui ne s’est pas arrêtée depuis, aborde à chaque occasion un sujet brûlant en discussion à l’ICANN et tente de trouver une position commune de la communauté africaine pour la transmettre au conseil d’administration de l’ICANN et aux parties concernées. A travers cet espace, notre communauté a été la seule à exprimer son opinion sur toutes les étapes de la transition de la supervision de l'IANA, de tous les rapports sur la transition de la supervision du CWG et sur la responsabilité du CCWG.
Engagement de la communauté locale à chaque fois que la réunion de l'ICANN a lieu en Afrique (étudiants, organisations de la société civile, enseignants, etc.). Voir :

Mise en place d’un nouveau Mémorandum de coopération et d'entente entre AFRALO et AFRINIC.
L’organisation de l’exhibition d’AFRALO chaque fois qu’il s’agit d’une réunion ICANN sur une terre Africaine. Je suis fier que cette exhibition soit devenue par la suite une tradition au sein de l’ALAC.

Je suis également fier que ce soit mon ALS qui a abrité ICANN55 sur le sol africain que j'ai eu le plaisir de diriger avec succès. Mon ALS est à nouveau cette année l'hôte local de la prochaine réunion de l’ICANN qui aura lieu du 24 au 27 juin 2019 à Marrakech. Ma fierté serait encore plus grande lorsque d’autres ALS Africaines pourraient organiser dans leur pays des réunions africaines dans leurs pays à l’avenir.

Pour l’ICANN55 et l’ICANN65, j’ai beaucoup travaillé avec les autorités de mon pays pour atteindre une participation africaine importante. Il convient de noter que la réunion ICANN55 de Marrakech de 2016 a battu le record de participation africaine en atteignant les 960 Participants du continent.

Mes sincères remerciements vont à ceux qui ont proposé ma candidature au poste de vice-président d’AFRALO et à ceux ou celles qui l’ont soutenu. Je m'engage à partager mon expérience et mes compétences pour aider notre jeune président, à étendre cette évolution pour que notre RALO continue à évoluer et défendre l’utilisateur final de notre continent.

Aziz Hilali est Professeur à l'Institut National des Télécommunications (www.inpt.ac.ma) au Maroc. Il est diplômé de l'Université Joseph Fourier de Grenoble où il a obtenu un PhD en Informatique et Mathématiques Appliquées en 1987. Après avoir obtenu son diplôme, il a publié un grand nombre d'articles scientifiques et effectué un nombre important de conférences et séminaires lors de réunions internationales.

Dr. Aziz Hilali est actuellement Président de la Fédération Méditerranéenne des Associations d'Internet (www.fmai.tn.org) et Vice-Président et membre fondateur de l'ISOC Maroc et de l'IPv6 Task force marocaine (www.misoc.ma). Il a participé au Sommet Mondial de la Société de l'Information (SMSI) et aux différentes réunions du Forum sur la Gouvernance de l'Internet (FGI) en tant que Membre du Comité Consultatif International Multipartite (MAG), présidé par le Conseiller spécial du Secrétaire général de l'ONU pour la gouvernance de l'Internet au cours de la période 2009-2013. Il a également été Président de l’Organisation Africaine « African Regional At-Large Organization (AFRALO) ». Dr Hilali est également :

– Directeur adjoint des études à l'INPT (1995-2000),
– Directeur de l'Incubateur de création d'entreprises innovantes dans les technologies de l'information à INPT (2001-2007),
– Directeur adjoint de la Gestion des Etudes à l'INPT (2007-2010),
– Directeur adjoint des Relations avec les Entreprises à l'INPT (depuis 2010).

Dr Hilali a participé activement à l'organisation et à l'animation d'un grand nombre de séminaires et d'ateliers au profit d'un large éventail et catégories de personnes intéressées par Internet. Au cours de ces dernières années, Dr Hilali a été l'initiateur et l'organisateur de nombreuses activités parmi lesquelles :

– Evénements scientifiques dans le domaine des technologies de l'information,
– Participation aux Réunions de l'ICANN (www.icann.org) annuelles depuis 2003,
– Chargé de cours de gouvernance de l'Internet dans les universités et les écoles d’Ingénieurs au Maroc et dans les pays méditerranéens.
– Organisation des Réunions de ICANN55 et ICANN65 de Marrakech en Mars 2016 et juin 2019.

Dear Colleagues and friends,

I joined AFRALO's leadership in 2010, and since then, my commitment has been demonstrated trough multiple actions that I have made and led during all these years. AFRALO today is one of the most active RALOs in ALAC. I have indeed contributed to all outreach and engagement actions by organizing several webinars and training (on-site and virtual). I was also one of the main organizers of the various General Assemblies (Dakar, London, Johannesburg), where We've been able to bring together all ALSs. The objectives of these actions were not only to sensitize our ALSs to the ICANN Policy development process, but also to involve them more in issues addressed by ICANN in order to increase the effectiveness of the Africa's participation through its end users.

During my term as AFRALO Chair, thanks to the effort of all, we have succeeded to have a significant increase in the number of ALS. AFRALO today represents more than 50 members representing more than 30 countries of our continent. These ALSs are all working for Human development through ICTs locally. They represent an important cultural, ethnic and linguistic diversity that is the strength of our RALO, as they now offer the possibility for individual Internet end user to join.

I served the community by participating in several initiatives that later became standing activities throughout At-Large especially:

The joint AFRALO-AfrICANN meeting gathering the whole African community of ICANN, organized at each ICANN meeting. It addresses a hot topic under discussion in ICANN and tries to find a common position of the African community to be transmitted to the ICANN Board and to the concerned parties (Working Group addressing the topic, etc.). Through this space, AFRALO has been the only regional group expressing its opinion on all the steps of the IANA Stewardship Transition. (All the CWG Stewardship Transition and CCWG Accountability Reports).
Local community engagement whenever the ICANN meeting is held in Africa (students, civil society organizations, NGOs, teachers, etc.). See:

Establishment of a new Memorandum of Understanding between AFRALO and AFRINIC.
African ALSs Showcase their activities on the ground and their culture whenever it is an ICANN meeting on an African land. I'm proud that this exhibition has become a tradition in the whole At-Large.

I am also proud that it was my ALS that hosted ICANN55 on African soil that I had the pleasure to lead successfully. My ALS is again the Local Host of the next ICANN meeting that will take place from 24 to 27 June 2019 in Marrakech. My pride would be even greater when other African ALSs could host meetings in their countries in the future.

For both ICANN 55 and ICANN 65, I worked and I’m now working a lot with the authorities of my country to reach an important African participation. It should be noted that the ICANN55 Marrakech meeting in 2016 broke the African participation record of 960 participants from the continent.

Thank you for nominating me and supporting my nomination for the AFRALO Vice Chair position; I Commit to share my experience and my skills to assist our new young Chair to extend this evolution so that our RALO continues to progress and defend in the most effective way the Internet end users of our continent.

Aziz Hilali is a Professor at the Moroccan Telecommunications Graduate Institution (INPT) (www.inpt.ac.ma). He graduated from the University of Grenoble, where he earned a PhD in Computer Science and Applied Mathematics in 1987. Following his graduation, he has published a large number of scientific papers and given a substantial number of oral presentations at international meetings. Dr Hilali is also:

Deputy Director of Studies at INPT (1995-2000),
Director of the Incubator to create innovative companies in Information Technology at INPT (2001-2007), - Deputy Director for training at INPT (2007-2010),
Deputy Director of Corporate Relations at INPT (since 2010).

Dr. Aziz Hilali is currently the Chair of the Mediterranean Federation of Internet Associations, Vice Chair and Founding Member of the ISOC Morocco and the Moroccan IPv6Task Force (www.misoc.ma). He participated in the World Summit on the Information Society (WSIS) and the different Internet Governance Forum (IGF) meetings as member of Multistakeholder Advisory Committee (MAG) chaired by the Special Adviser to the UN Secretary General for Internet governance during the period 2009-2013. He is also serving in ICANN (www.icann.org) as Chair of de The African Regional At-Large Organization (AFRALO) during the period 2012-2018.

Dr Hilali has participated actively in the organization and animation of a large number of seminars and workshops for the benefit of a large array and categories of people interested in Internet. During these last years, Dr Hilali has been the initiator and the organizer of many activities among which:

Scientific events in the area of Information Technologies,
Participation to annual ICANN (Internet Cooperation for Assigned Names and Numbers) meetings, (www.icann.org) since 2003,
Lecturer of Internet governance at universities and high schools in Morocco and Mediterranean countries,
Organization of ICANN55 & ICANN65 meeting in Marrakech in March 2016 & June 2019.
