Apparently, there is no more tickets available and you only have to register on a ‘waiting list’’.

Nick, maybe you will have to talk to the organizers, in case there is a possible action to take as regards ‘special invitees’ who did not register before coming to Lisbon?

Just FYI, all of those from Europe, Africa, and the ALAC present in Lisbon: the tickets for the Gala Dinner on Tuesday night are available to those who ask for them (there's a desk here at the conference), but you do have to have a ticket to get in, so make sure you get your ticket in case there are more who wish to attend than tickets available.
