I second Seth's proposal. 

However, I would like to propose a tweak to the topic with a focus on all stakeholders rather than narrowing it only to Registries and Internet Service Providers.

1. Enhancing DNS Abuse Mitigation Capacity in Africa: A Multi-Stakeholder Approach
                                                  OR
2. Africa's DNS Abuse Mitigation Initiative: Empowering Stakeholders Across the Ecosystem

With either of the above topics, I guess the intent of the initial topic is held while expanding the reach of impact.

DNS abuse is a growing problem on the Internet. It includes things like phishing, malware, and spam. Many African domain registries and Internet providers do not have strong tools or systems to stop this abuse. This can affect trust and safety online. This topic is important for Africa’s Internet safety and connects to ICANN’s work on DNS security.

I believe it is important for AFRALO to ask ICANN to support Africa with training, tools, and resources to fight DNS abuse. This will help make the Internet safer for everyone in our region.
