En septembre 2024, le site des RSO (https://root-servers.org) recensait 1865 instances déployées dans environ 1511 sites à travers le monde. Cependant, seulement 195 de ces sites, soit environ 12 %, sont situés en Afrique, principalement en Afrique du Sud (31), en Tanzanie (10), et au Kenya (9), ce qui représente 50 sites répartis dans seulement 3 pays. Ainsi, il reste environ 145 instances pour 52 autres pays africains, tandis que 14 pays ne disposent d’aucune instance.
Compte tenu des faits suivants :
- En 2024, plusieurs pays ont subi des coupures d'Internet.
- En 2024, de nombreux pays en Afrique ne possèdent toujours pas de serveurs racine sur leur territoire.
- En 2024, l'Internet est devenu un besoin essentiel pour les populations du continent africain.
Je propose que le sujet suivant soit abordé lors de la session AFRALO-AfrICANN :
Renforcement du déploiement des instances de serveurs racine en Afrique
Ce sujet présente l'avantage de permettre une évaluation statistique des progrès d’ici la fin 2025.
Je vous encourage vivement à soutenir cette initiative, qui pourrait significativement améliorer la qualité de l'Internet en Afrique.

The Root Server System (RSS) is a vital component of the Internet. It consists of a network of Domain Name System (DNS) root servers distributed worldwide. There are 13 root server identifiers operated by 12 independent organizations known as Root Server Operators (RSO). ICANN manages the l.root-servers.net server.
As of September 2024, the RSO website (https://root-servers.org) listed 1,865 instances deployed across approximately 1,511 sites worldwide. However, only 195 of these sites, or about 12%, are located in Africa, primarily in South Africa (31), Tanzania (10), and Kenya (9), totaling 50 sites in just 3 countries. This leaves around 145 instances for the remaining 52 African countries, with 14 countries having no instance at all.
Considering the following:
- In 2024, several countries experienced Internet outages.
- In 2024, many African countries still lack Root Server instances within their territories.
- In 2024, the Internet is no longer a luxury but a necessity for the populations across the African continent.
I propose the following topic for the AFRALO-AfrICANN session:
Expanding the deployment of Root Server instances in Africa
One of the benefits of this topic is that by the end of 2025, statistical data can be reviewed to assess progress.
I urge you to support this topic, as it could significantly enhance the quality of Internet services in Africa.

The ICANN 81 Annual General Meeting (AGM) is scheduled for 9–14 November 2024 at the Istanbul Congress Center, İstanbul, Türkiye.
We plan to hold the Joint AFRALO-AfrICANN meeting during this event, and we would like to invite you to submit topics for this session.
In the past, our joint statements have focused on issues such as:
Bridging the Digital Divide: Empowering Africa through Multilingual Internet Infrastructure
Domain Name System (DNS) Abuse
Universal Acceptance
Evolving the ICANN Multistakeholder model
General Data Protection Regulation (GDPR)
New gTLD Subsequent Procedures
Enhancing ICANN accountability
Etc

We propose the following timeline for the upcoming ICANN 81 AGM AFRALO-AFRICANN joint statement:
08 - 18 August 2024: Call for topics and drafting team
19 August 2024: Announcement of Selected topic & drafting team composition
20 - 31 August 2024: First Draft of Statement
01 - 9 September 2024: Second Draft of Statement
10 September 2024: Statement translation and sending to Staff
While the topics mentioned above are provided as examples, you are welcome to suggest other relevant issues. The topic that receives the most support will be selected.
Kindly send your suggested topics by 18th August 2024.
If you would like to join the drafting team, please let us know off-list at abdeldjalil.bachar@gmail.com.
The drafting team will then be constituted to prepare a draft statement, which will be shared with the rest of the members.

Bien que les sujets mentionnés ci-dessus soient donnés à titre d'exemple, vous êtes les bienvenus à proposer d'autres questions pertinentes. Le sujet qui recevra le plus de soutien sera sélectionné.
