I think its the right step with Root Server System Governance Working Group (GWG) however the danger is not having a formal working group like this introduced formally that in future would become permanent affecting the independence of the RSO. I believe the independence of the RSO is key to the stability and reliability of the internet.RSSAC 0037 should be able to deliver the needed framework. Then the WG should be expanded in a way to allow for more participation.

It seems ICANN is finally waking up from its long deep sleep this should have been done years ago rather than this unnecessary delay in the fear of some governments..
