Statement of Interest (SOI)
For over fifteen years, my engagement within AFRALO has been constant, deep, and active. As a founding member and frontline actor, I have had the privilege of witnessing and directly contributing to all the major stages of its development.
This long-standing experience has enabled the initiation and support of numerous actions: organization of webinars, awareness workshops, online and in-person training sessions, always aimed at strengthening member capacities and growing our community.
Over the years, AFRALO has evolved from a small group to a strong network of over 77 ALS from 33 countries across the continent. This cultural, linguistic, and geographic diversity is now a recognized strength, and being part of this growth is a great pride.
Key milestones include organizing AFRALO General Assemblies and hosting two ICANN meetings in Marrakech (ICANN55 and ICANN65), made possible through close collaboration with local authorities. These events significantly boosted African community engagement.
Parallel to this community work, a scientific career was built around ICT and Internet Governance topics. Numerous publications, conference presentations, and the creation of a full course recorded for the ICANN Academy have allowed sharing this expertise with many. Teaching Internet Governance in universities and engineering schools in Morocco and across the Mediterranean continues this mission.
During my first term at ALAC, I remained committed to faithfully representing African end users, ensuring their needs and specificities were heard within ICANN.
Today, with more availability and an undiminished motivation, I am eager to continue this mission with a second term. The ambition remains the same: to advance African participation, raise our community's voice, and continue making AFRALO a strong, inclusive, and influential organization.

Biography – Aziz Hilali
Aziz Hilali is a longstanding figure in Internet governance in Africa and the Mediterranean region. He is a retired Professor from the National Institute of Posts and Telecommunications (INPT) of Morocco and holds a Doctorate/PhD in Computer Science and Applied Mathematics from the University of Grenoble.
Former Deputy Director of INPT, he has published numerous scientific articles and participated in international conferences.
For over two decades, he has been actively promoting an open, inclusive Internet. He is the founding President of ISOC Morocco, the first African chapter of the Internet Society, and the first At-Large structure accredited within ALAC.
Internationally, he has represented African civil society as a member of the MAG of the Global Internet Governance Forum, founder and chair of the North African Internet Governance Forum (NAIGF), an active participant in WSIS and IGF global and regional meetings, Chair of AFRALO, NomCom member, and currently ALAC member representing AFRALO.
He has also contributed to the ICANN Academy by creating an 8-session course on Internet Governance and teaches Internet governance in universities and engineering schools in Morocco and the Mediterranean.
Additionally, he served as the local host for ICANN55 and ICANN65 in Marrakech.
Since 2007, he has presided over the Mediterranean Federation of Internet Associations (FMAI), a Tunis-based organization promoting the integration of digital advancements for socio-economic development.

Déclaration d’intérêt (SOI).

Depuis plus de quinze ans, l’engagement au sein d’AFRALO a été constant, profond et actif. En tant que membre fondateur et acteur de première ligne, il a été possible de vivre et de contribuer directement à toutes les grandes étapes de son développement.

Cette longue expérience a permis d’initier ou d’accompagner de nombreuses actions : organisation de webinaires, d’ateliers de sensibilisation, de formations en ligne et en présentiel, toujours dans l’objectif de renforcer les capacités des membres et de faire grandir notre communauté.

Au fil des années, AFRALO est passé d’un noyau restreint à une structure riche de plus de 77 ALS, de 33 pays du continent. Cette diversité culturelle, linguistique et géographique est aujourd’hui une force reconnue, et avoir été partie prenante de cette croissance est une grande fierté.

Des moments clés ont marqué ce parcours, comme l’organisation des Assemblées Générales d’AFRALO ou encore l’accueil de deux réunions ICANN à Marrakech (ICANN55 et ICANN65), rendues possibles grâce à un travail de fond avec les autorités locales. Ces événements ont favorisé une mobilisation sans précédent de la communauté africaine.

En parallèle de cet engagement communautaire, une carrière scientifique s’est construite autour des questions liées aux TIC et à la gouvernance de l’Internet. De nombreuses publications, des interventions dans des conférences internationales, et l’encadrement de sessions de formation, dont un cours complet enregistré pour l’ICANN Academy, ont permis de partager cette expertise au profit du plus grand nombre.

Durant mon premier mandat à l’ALAC, j'ai toujours veillé à représenter fidèlement les utilisateurs finaux africains, en assurant que leurs besoins et spécificités soient entendus au sein de l’ICANN.

Aujourd’hui, avec encore plus de disponibilité et une motivation intacte, je souhaite poursuivre cette mission avec un second mandat. L’ambition reste la même : faire progresser la participation africaine, porter haut la voix de nos communautés, et continuer à faire d’AFRALO une organisation forte, inclusive et influente.

Biographie – Aziz Hilali

Aziz Hilali est un acteur de longue date de la gouvernance de l’Internet en Afrique et en Méditerranée. Professeur retraité à l’Institut National des Postes et Telecom du Maroc (INPT), il est titulaire d’un Doctorat d’État en Informatique et Mathématiques Appliquées de l’Université de Grenoble.

Ancien Directeur adjoint de l’INPT, il a publié de nombreux articles scientifiques et participé à des conférences internationales.

Depuis plus de deux décennies, il œuvre pour un Internet ouvert et accessible. Il est président fondateur d’ISOC Maroc, premier chapitre africain de l’Internet Society, et la première structure At-Large accréditée auprès de l’ALAC.

À l’échelle internationale, il a représenté la société civile africaine comme membre du MAG du Forum sur la Gouvernance de l’Internet, fondateur et président du Forum Nord-Africain sur la Gouvernance de l’Internet (NAIGF), participant actif aux WSIS et aux IGF mondiaux et régionaux, président d’AFRALO, membre du NomCom, et actuellement membre de l’ALAC.

Il a également contribué à l’ICANN Academy avec un cours de 8 sessions sur la gouvernance de l’Internet et enseigne dans les universités et écoles d’ingénieurs au Maroc et en Méditerranée.

Enfin, il a été hôte local des réunions ICANN55 et ICANN65 à Marrakech et depuis 2007, il préside la Fédération Méditerranéenne des Associations Internet (FMAI), une organisation basée à Tunis qui promeut l’intégration des avancées numériques au service du développement socio-économique.

Positions Open:

Please refer to the 2025 ALAC and RALO Elections, Selections, and Appointments Workspace for a comprehensive list of all available positions, their criteria and job descriptions, and whether current holders of the positions are eligible for re-selection. 
 
Selection Schedule for ALAC Members, RALO Leadership, and ALAC Delegates to the NomCom:

 

  • 14 April 2025 - Announcement of call for nominations and Nominee's Statement.* (Except for NARALO that requires a call for nominations of 30 days before the start of elections on 9 May - NARALO’s call for nominations begins on 9 April 2025)
  • 14 April - 25 April 2025 - Nomination period (nominations accepted for 10 working days). 
  • 2 May 2025 - Deadline for nomination acceptances. Candidate statements should be submitted no later than 5 May 2025.
  • 5 May 2025 - 8 May 2025- Calls with the candidates if desired by the RALOs. 
  • 9 May 2025 - 16 May 2025 - Elections (If required, elections will begin no later than one week after the deadline for nomination acceptances and end no later than two weeks after that deadline). 
  • 2025 AGM [ ICANN84] - Newly elected ALAC Members and RALOs Leaders shall be seated at the end of the 2025 AGM following the close of the Board Meeting on 30 October 2025. 

 

Process for Nominations: 

 

Nominations including self-nominations, must be made directly to the relevant RALO mailing list and by sending a note to At-Large Staff.

 

All nominees are expected to submit a brief statement explaining why they believe they are a suitable candidate to At-Large Staff.  All nominees must also complete or update their Statement of Interest (see: At-Large New SOIs Workspace).

 

IMPORTANT: Criteria for NomCom Delegates

 

Please note: RALOs may recommend one or more candidates to the ALAC. The appointment of NomCom delegates is carried out by the ALAC. Therefore, RALO recommendations are not binding

 

Specific criteria and requirements regarding the NomCom composition and NomCom delegates are outlined in the ICANN Bylaws in Article 8.
