ICANN's At-Large Advisory Committee (ALAC) is pleased to inform you on behalf of the At-Large community in ICANN that SchoolNet Africa has been certified as an At-Large Structure (ALS). The ALAC greatly appreciates your groups? interest in involving individual users in ICANN and looks forward to working with you and your colleagues.
The purpose of ALS certification is to recognize that your organization meets the necessary criteria to involve individual Internet users at the local or issue level in ICANN activities, and that your organization will support its individual members' informed participation in ICANN efforts that affect end-users.
The ALAC is eager to promote a productive working relationship between your organization, other ALSes, and the ALAC (and ICANN in general), and your input on how we can make this a success would be greatly appreciated.
We would like to offer some initial tools to help your organization keep its members informed (about significant news from ICANN and information on ICANN policy-development efforts) and engaged in activities of interest:
- Point of Contact for your Organisation: Please send an email to staff@alac.icann.org identifying the names and email addresses of one or two individuals who will be the point of contact for information and correspondence regarding ICANN At-Large. If this changes, please let us know.
- At Large Mailing Lists. There are many At Large email lists, for each region; you can signup for them and manage your subscriptions at: http://atlarge-lists.icann.org/mailman/listinfo The points of contacts you identify will automatically be added to:
? Your region?s discussion list;
? The worldwide At-Large discussion list.
You are of course invited to join others as you wish (excepting those ending ?Staff).
- ALS information. Information about your organization will be shared with the At-Large community to enable individuals interested in your group's activities to contact you, and to encourage cooperation with other groups interested in ICANN activities in your geographic region. Please complete and email the form at the bottom of this note to staff@alac.icann.org.
- At-Large related websites: There are a few websites you should be aware of:

Since the 31st International ICANN meeting is now just around the corner - the first At-Large meetings start next Sunday - I wanted to take a moment to remind everyone who will not be there in person of the remote participation options that exist for you.
Firstly - At-Large meetings will allow you to hear, and be heard, via telephony as per usual. You can see all the details associated with each meeting from the main At-Large meeting page at: https://st.icann.org/alac/index.cgi?new_delhi_meeting
There are several ways for you to get connected. We have made a number of improvements to the remote participation services, thanks in large part to a new vendor for teleconference services for At-Large:
1) Use a freephone number local to you - see https://st.icann.org/asiapac/index.cgi/AdigoITFS_112807.jpg?action=attachmen... for a current list.
2) If no freephone number is available in your country, you can have the service dial out to you via a simple web form at: http://go.adigo.com/go/outlink.php?sid=7298 . *IMPORTANT NOTE: The dialling system will only work if you preface your country code with 011 instead of 00.*
For those who are participating this way, if for some reason you're connection drops, you can use the form above to get re-connected. You can also contact the conference operator at the AOL/AIM ID: d4500.

More broadly, ICANN has many other public participation options for remote participation. These include:
* Streaming audio for many sessions - it is anticipated that the audio streams will be in multiple languages for the first time as well; * Chat with other remote participants and the meeting participants in New Delhi - including asking questions for panellists which will be brought to the meeting by meeting moderators; * Forums on various hot topics where you can electronically debate with others.

Proposed ALAC-statement regarding JPA:
As the JPA (between the US Government and ICANN) is under Review, ALAC wishes to underline the unique opportunity the occasion offers to realize the original goals that led to the formation of ICANN. These include, inter alia, acknowledgement of the international nature of ICANN, support of the multi-stakeholder bottom-up approach to the management of ICANN, and the provision of viable and stable channels for the involvement of individual Internet users in the ICANN policy formation process. Measures must be implemented to ensure non-discriminatory availability of ICANN/IANA services as well as the opportunity for the involvement of global individual users in the ICANN process.
In its role as the voice of the individual Internet users, ALAC firmly believes that the current multi-stakeholder framework at ICANN should be further strengthened to allow more proactive involvement of end-users. The process to full participation of individual users through the ALAC/RALO (Regional At-Large Organization) mechanism is being undertaken at this moment. There is, however, a lack of incentives for the participants, especially a lack of direct involvement at the decision-making levels of ICANN. Therefore, we think that ICANN should find ways to implement adequate representation of individual users at the decision-making levels of ICANN so that a real multi-stakeholder framework is achieved.
In addition, we believe that no government should have a pre-eminent role in DNS management and exercise power over database changes and root-server data. We suggest that an institutional form should be found as soon as possible so that ICANN does not lie under the authority of any single national legislation. We also strongly advocate transparency and openness in the process of making any structural change in the ICANN framework for the coming transition.
However, at this mid-term review phase, we do not believe the organization is ready to function without a similar accountability mechanism to the JPA in place.
Alternative replacing the last paragraph:
We are concerned that the successor oversight framework is still not clear and ICANN needs to clarify the transitional arrangements with regard to accountability and transparency as well as to allow further definition and evolution of the multi-stakeholder model of governance under which it operates.
