Dear members, The ICANN Board has decided not to hold a face 2 face meeting in Cancun instead the first remote based public meeting will be held. "LOS ANGELES – 19 February 2020 – The Internet Corporation for Assigned Names and Numbers (ICANN) today announced that its ICANN67 Public Meeting, which was to be held in Cancún, Mexico, will now be held via remote participation-only. Dear Monsieur Pierre, Many thanks for your email and also chiming in to understand the impact for our great community. An issue was raised during the meeting for consideration of palliative because of the high cost of Internet/stability in our region which cannot be guaranteed. As you know, most people get out of their comfort zone/ workplace to be able to concentrate on ICANN volunteer work. This might not be easy for some of us who are working paid jobs in the office and have to combine it with remote participation. Another challenge is the time zone difference for some meetings that might not favor Africans even if we decide to do a doodle poll. This could be attributed to low Africans participation given that we are still classified to be an underserved region. That said, having a regional remote viewing cluster such as providing African ICANN travelers access to the regional office in Kenya which I doubt might be large enough to accommodate all African delegate could be have been an option. While the feasibility might not be possible, this is perhaps a good time for the African region and the GSE team to call for the expansion of the African office to service our region in an optimized and more efficient manner to amplify our growth as we have for other regions. That said, there are at least currently over 150 -200 sessions, if not more that will be attended in the course of the 5 days. No ICANN volunteer can naturally concentrate in a particular sitting position for meetings of several hours. Even if we use the option of dial-out, the boredom comes aside the fact that such a volunteer who is using dail-out cannot concentrate by not viewing the screen to see what is being discussed. The big question and elephant in the room should be, who will pay for the Internet used by the volunteer to work? Will ICANN be reimbursing volunteers / funded travelers for this? These will be an extra and additional cost to people who really want/care to volunteer. It was suggested on the community call last night that strong measures such as requesting delegates from the highly prone infected areas (such as mainland China / HK) to join the meeting remotely. This was suggested for consideration of ICANN. It could be considered with coordination with the Mexican government. This measure are aside the ones ICANN has in stock such medical personnel on ground, mask and hand sanitizers. The above strategy worked at the just concluded APRICOT / APNIC event which held in Melbourne. NB: I also observed that some of the African first-time fellows were also disappointed as they were also looking forward to their first physical meeting after doing all things virtual/remote and securing visas which the stress that accompanies it for Africans. While I also look forward to the possible impact measurement, the above are alternative metrics for consideration during the measurement of such impact on the African community. Dear Pierre and colleagues, ICANN should have deliberately tried a virtual meeting at one point or another just to measure the impact for participation. Its sad that this kind of meeting found ICANN.org and the community kinda unprepared if the nature of conversations on the lists are anything to go by. I don't want to be too pessimistic about the idea of a remote meeting for reasons that we work tech fields. Lets see how this will play out. We could use the concept of IGF villages using organizations that are active in ICANN so that people congregate and participate in specific locations, according to the stakeholder backgrounds of these organizations. An issue was raised during the meeting for consideration of palliative because of the high cost of Internet/stability in our region which cannot be guaranteed.
As you know, most people get out of their comfort zone/ workplace to be able to concentrate on ICANN volunteer work. This might not be easy for some of us who are working paid jobs in the office and have to combine it with remote participation.
Another challenge is the time zone difference for some meetings that might not favor Africans even if we decide to do a doodle poll. This could be attributed to low Africans participation given that we are still classified to be an underserved region.
That said, having a regional remote viewing cluster such as providing African ICANN travelers access to the regional office in Kenya which I doubt might be large enough to accommodate all African delegate could be have been an option. While the feasibility might not be possible, this is perhaps a good time for the African region and the GSE team to call for the expansion of the African office to service our region in an optimized and more efficient manner to amplify our growth as we have for other regions.
That said, there are at least currently over 150 -200 sessions, if not more that will be attended in the course of the 5 days. No ICANN volunteer can naturally concentrate in a particular sitting position for meetings of several hours. Even if we use the option of dial-out, the boredom comes aside the fact that such a volunteer who is using dail-out cannot concentrate by not viewing the screen to see what is being discussed. The big question and elephant in the room should be, who will pay for the Internet used by the volunteer to work? Will ICANN be reimbursing volunteers / funded travelers for this? These will be an extra and additional cost to people who really want/care to volunteer.
It was suggested on the community call last night that strong measures such as requesting delegates from the highly prone infected areas (such as mainland China / HK) to join the meeting remotely. This was suggested for consideration of ICANN. It could be considered with coordination with the Mexican government. This measure are aside the ones ICANN has in stock such medical personnel on ground, mask and hand sanitizers. The above strategy worked at the just concluded APRICOT / APNIC event which held in Melbourne.
NB: I also observed that some of the African first-time fellows were also disappointed as they were also looking forward to their first physical meeting after doing all things virtual/remote and securing visas which the stress that accompanies it for Africans.
While I also look forward to the possible impact measurement, the above are alternative metrics for consideration during the measurement of such impact on the African community.

Dear Pierre, Just to thank you for looking into how this community can make the most of the remote based meeting. AFRALO will be available to support on this and do kindly keep us posted and let us know how we may be able to help and contribute our part. As to the hubs it's something worth trying out, I know that igf hubs worked well in the past and I recall ICANN has tried to use some form of hub in the past as well. I think they can be planned for main cities in our region and our ALS spread can be leveraged upon in this regard. In the French-speaking space that I know relatively. I suggest that we try to work on putting in particular devices in French-speaking digital campuses (Agence Universitaire de la Francophonie) to ensure massive participation.
