What I've heard being asked all over is why there were very few responses from the region on the ICG combined draft and the accountability document in the just concluded "final public" comments period. That is one are we can weigh in. One approach the ICANN community in Kenya took on the ICG draft was to convene a stakeholders meeting with the kind help of ICANN African bureau to come up with responses, which really helped. Dear Mwendwa, I think our participation is poor in most of these policy document and we have to encourage ourselves and our fellow to participate actively. Africa is no longer a consumer of technology as it used to be. Yes, we can further have discussion on this matter and possibly propose way forward for the better of our region. The purpose of this message therefore is to ask you to please, suggest a theme you think would be the most pertinent in this regard. We are also looking forward for presentation of a “joint statement” to the attention of ICANN at the end of this meeting. We would appreciate your proposal being sent within a week (before 26 September 2015).
Please note that beyond a week, if we do not receive any proposal; the leadership of AFRALO will constitute a drafting committee that will decide the theme and propose to the Community a draft statement to ICANN. This statement will be discussed at the meeting in Dublin.
The subject chosen should be relevant to the interest of two organizations: AfrICANN and AFRALO. It should be noted that the interest of this tradition is to express the point of view of the African ICANN community on current issues of interest to the ICANN community.

All, I support Seun's proposal as those were my first line of thoughts. Is it possible to view this from developing countries perspective instead of narrowing it to Africa only? Making it more general or broader considering ICANN Board's new proposal/response to the CCWG Accountability Public Comment. "The impact of IANA Transition and ICANN Accountability on Developing Economies" .......... or a better formulation by others. We may look at any aspect(s) of the IANA Transition and the ICANN accountability that affect the DNS industry in developing countries, including users. How simple and clear or complicated are the proposals? Are there enough safeguards in the these proposals to prevent capture by one or few internet stakeholder(s)? Region(s)? Group(s)? Developing economies are largely government driven environment, particularly Africa, it showed up at the AFIGF during the presentation on IANA transition and accountability, the overarching question was "where does the government come into the Multi-stakeholder oversight equation?"Are we sure this has been fully and adequately addressed by the proposals vis a vice the NTIA requirements for the transition to happen. These are some thought provoking questions I believe we should address in our communique on the proposed theme. Others may wish to raise more questions for the drafting committee. So I suggest a theme, "IANA transition and ICANN accountability - Africa perspective" or something similar.

Please note that beyond a week, if we do not receive any proposal; the leadership of AFRALO will constitute a drafting committee that will decide the theme and propose to the Community a draft statement to ICANN. This statement will be discussed at the meeting in Dublin.
The subject chosen should be relevant to the interest of two organizations: AfrICANN and AFRALO. It should be noted that the interest of this tradition is to express the point of view of the African ICANN community on current issues of interest to the ICANN community.

Amidst the suggestions given by the members, I think the engagement of the ALSes is low, so we need more of the engagement to enhance participation in the drafting of the policies. Seun's suggestion on "IANA transition and ICANN accountability - Africa perspective" is awesome but we have seen very few ALSes feed into this document. The participation is low. I would like to open up the question to - How can we get Africa Region to actively, participate in the drafting of the policies and make the African Voices count. You make a very good point about the contribution of Africa to the process of the transition from the IANA. I think the problem is at the local level when contributions are not effective between the actors. However, this can not prevent us from making proposals. As for the ALs, again you have identified a strong point that deserves attention. We must review the membership criteria for a structure becomes an ALs within AFRALO. It would be desirable to also consider active players and know how to appreciate, motivate them to encourage them. We are also looking forward for presentation of a “joint statement” to the attention of ICANN at the end of this meeting. We would appreciate your proposal being sent within a week (before 26 September 2015).
Please note that beyond a week, if we do not receive any proposal; the leadership of AFRALO will constitute a drafting committee that will decide the theme and propose to the Community a draft statement to ICANN. This statement will be discussed at the meeting in Dublin.
The subject chosen should be relevant to the interest of two organizations: AfrICANN and AFRALO. It should be noted that the interest of this tradition is to express the point of view of the African ICANN community on current issues of interest to the ICANN community.

Comme nous l'avons fait au cours des précédentes réunions de l'ICANN, nous allons organiser à Dublin la réunion conjointe AFRALO/AfrICANN pour débattre d’une question ou d’un sujet d'intérêt pour notre région.
Le but de ce message est de vous demander de bien vouloir proposer un thème que vous pensez être le plus pertinent à cet égard. Cette réunion aboutira à la présentation d'une “déclaration commune” à l’attention de l'ICANN.
Nous apprécierions que la proposition de thème soit envoyée dans une semaine (avant le 26 Septembre 2015).
Veuillez noter qu'au-delà d'une semaine, si nous ne recevons pas de proposition; la direction d’AFRALO constituera un comité de rédaction qui décidera du thème et proposera à la Communauté un projet de déclaration à l’intention de l'ICANN. Cette déclaration sera discutée à la réunion à Dublin.
Le sujet choisi devra avoir l’approbation des deux listes AfrICANN et Afralo. Il est à noter que l'intérêt de cette tradition est d'exprimer le point de vue de la communauté africaine de l'ICANN sur les questions d'actualité et d'intérêt pour la communauté de l'ICANN.
