[ICANN]<http://www.icann.org/> News Alert https://www.icann.org/news/announcement-2015-09-22-en ________________________________ WHOIS Accuracy Reporting System (ARS) Criteria Updated to Include Operability Testing Criteria 22 September 2015 - ICANN today published an updated version of the WHOIS Accuracy Reporting System (ARS) testing criteria. The updated version includes both the syntax criteria as well as the operability (operational) criteria for testing the accuracy of email addresses, phone numbers and postal addresses in WHOIS records. These criteria will be used for Phase 2 of the WHOIS ARS, which is currently underway. The first Phase 2 report, which will provide accuracy estimates for both syntax and operability accuracy of WHOIS records in the gTLD space, is anticipated to be published in December 2015. Background ICANN reviews the WHOIS Program every three years as part of its Affirmation of Commitments<https://www.icann.org/resources/pages/governance/aoc-review-en> (AoC). On 8 November 2012, the ICANN board approved a series of improvements to the manner in which ICANN carries out its oversight of the WHOIS Program based on recommendations<https://www.icann.org/resources/files/final-report-2012-05-11-en> made by the 2012 WHOIS Review Team. As part of these improvements, ICANN committed to proactively identifying potentially inaccurate gTLD WHOIS contact data and forwarding these records to registrars for investigation and follow-up. To accomplish these tasks, ICANN initiated the development of the WHOIS Accuracy Reporting System. Throughout the development ICANN has consulted and collaborated with the community. The ARS is intended to lead to improvements over time in the accuracy of WHOIS data, which will be examined in subsequent ARS reports. The second L-Root instance in Indonesia has been successfully installed in Yogyakarta, increasing the Domain Name System's (DNS) overall fault tolerance and its resilience against certain types of cyber threats, such as Denial of Service (DoS) attacks. The launch of the L-Root server node is a joint operation between ICANN and PT Jembatan Citra Nusantara (CITRANET), an Internet Service Provider in Yogyakarta, who supplied the equipment necessary for the installation of the new L-Root node. CITRANET also provided the colocation in their datacenter and the bandwidth needed for the node's operation. "We are very pleased to host the L-Root. This is the first root server in Indonesia that is outside the capital, Jakarta. Decentralizing critical Internet infrastructure in Indonesia is one of our missions. We are already hosting one of the .ID servers in our network, in collaboration with Pengelola Nama Domain Indonesia (PANDI), and also several Content Delivery Networks (CDNs). We believe that an L-Root instance will also increase Internet quality in the surrounding area, because part of DNS translation can be done locally and minimize DNS-related delays," said CITRANET Director, Valens Riyadi. "I am very pleased with our partnership with CITRANET, as well as with the Asosiasi Penyelenggara Jasa Internet Indonesia (APJII), the Indonesia Internet Service Provider Association. We have a very close working relationship with Indonesia's multi-stakeholder Internet Governance community and I am happy to facilitate the deployment of another root server instance into Indonesia," said Kuek Yu-Chuang, ICANN's Vice President and Managing Director for Asia Pacific. This cooperation signifies an effort between ICANN and CITRANET to enhance the security, stability and resiliency of the DNS for Indonesian Internet users and reduce the response time experienced when making some DNS queries. "ICANN is pleased to augment the number of L-Root instances in Indonesia so soon after the first L-Root was installed in Jakarta. We appreciate the tremendous effort from CITRANET in hosting the L-Root. Their work speaks volumes to their commitment to both the Domain Name System and the stability and resiliency of the global Internet," said Terry Manderson, Director of DNS Engineering at ICANN. There are 13 "root" DNS servers, identified by the letters A through M - the "L" root server operated by ICANN being one. Computers typically communicate with each other using numeric addresses, while humans find it easier to use and remember names (for instance, users typically remember the domain name "ICANN.ORG" more easily than the Internet Protocol address, 2620:0:2d0:200::7). The DNS translates domain names into addresses and the root servers provide the pointers to the servers for top-level domains (the last part of domain names, for example, "ORG" in "ICANN.ORG"). Spreading the service that provides these pointers out geographically by duplicating the root servers leads to a more resilient, dispersed system that reduces the risk of users being taken offline by a problem or attack and reduces the time it takes to look up names on the Internet. The CITRANET hosted L-Root instance is the fourth root server instance in Indonesia, in addition to existing I- and F-root servers. [ICANN]<https://www.icann.org/> News Alert https://www.icann.org/news/announcement-2015-09-21-en ________________________________ Webinar on New gTLD Auction Proceeds Discussion Paper on Wednesday 7 October at 13.00 UTC 21 September 2015 On 8 September, ICANN Staff published for public comment, a Discussion Paper on the auction proceeds arising from the 2012 new generic top-level domain name program. The discussion paper can be found here<https://www.icann.org/public-comments/new-gtld-auction-proceeds-2015-09-08-…>. This discussion paper aims to capture the information and input on this topic to date as well as outlining the potential questions and issues that need to be addressed in any subsequent work on new gTLD Auction Proceeds. The paper calls for broad, open and inclusive public comment and encourages participation from all sectors, regions and levels of engagement with the ICANN community. Engagement in the topic is also welcomed from those who do not necessarily participate in regular ICANN community work. In order to assist any interested parties in the preparation of their comments, a webinar has been scheduled on Wednesday 7 October at 13.00 UTC. The webinar will be introduced by Jonathan Robinson, Chair of the Council of ICANN's generic names body (the GNSO) and the introduction will also include remarks on the topic from the Chair of ICANN's board of directors, Dr Steve Crocker. The introduction will then be followed by an overview of the discussion paper and provide an opportunity for questions and answers. Please note that the webinar is not intended to collect any formal input, but as noted above, is intended to assist interested parties in their preparation of input to the discussion paper via the public comment forum. Please note, recognizing that the original closing date of the public comment period coincided with the start of the ICANN meeting in Dublin and that several requests for additional time have been received, the public comment forum deadline has been extended to 8 November 2015. The webinar will be run in Adobe Connect with a slide presentation along with a dial-in conference bridge for audio and it will be recorded and transcribed.
