Announcement from the ALAC Executive Committee concerning the Public Call by the Stability, Security, and Resilience of the DNS Review Team (SSR-RT)
Dear All, Please see below an important message from Olivier Crépin-Leblond, ALAC Chairperson, regarding the ALAC Statement on the Public Call by the Stability, Security, and Resilience of the DNS Review Team (SSR-RT): ** Dear All, Since the ALAC Statement on the Public Call by the Stability, Security, and Resilience of the DNS Review Team (SSR-RT), which was kindly drafted by Patrick Vande Walle with input from the community, was sent to the ICANN staff in charge of the public comment on this subject, there has been renewed discussion at the RALO level, about the contents of the statement, specifically the answer to Question 4. A sizeable number of late comments showed that there was substantial support among At-Large members for DNSSEC to be mandatory for all new gTLDs. This would mean the possibility of several abstentions in the current ALAC vote. As a result, and considering the fact that the answer to the question, as it was presented in the ALAC statement, would risk not accurately reflecting the ALAC consensus based on input from the edges of the community, the Executive Committee and I have taken the unprecedented decision of interrupting the ALAC vote *today* and appending an addendum to the Statement, with a new vote starting Monday on the Statement plus addendum. For your information, a copy of the proposed addendum reflecting the late comments is provided below. At this stage, I would like to emphasize that this is an exceptional measure - and therefore urge everyone to pay more attention to the messages ICANN At-Large Staff sends out asking for comments, so as to be able to provide input *during* the comment period. Having to recall statements in this manner is detrimental to the smooth process of ALAC comments and puts an undue and unfair workload on At-Large Staff and volunteers. On this occasion, the message from the ALSes was clear and we hope that, thanks to the proposed addendum, the ALAC Executive Committee has answered your concerns. Dear All, Please find below the addendum to the ALAC statement. Apologies for not including it in the initial message. ** Addendum: Several late comments have come to light since the filing of the first version of this ALAC Statement. Based on input from these comments we have modified our consensus response to Question 4 to more broadly represent the diversity of our community: Recent events, like the one that happened to .fr a few weeks ago, due to a software bug, seem to demonstrate the infrastructure may not be ready yet for the full, ubiquitous deployment of DNSSEC. Some of our members believe that relaxing the pressure for the deployment of DNSSEC and proceeding carefully would allow all operators in the DNS chain to gain additional experience and mitigate the risks. This would include the new gTLD program, where registries and their backend providers are mandated to deploy DNSSEC from day one. Others believe that the cost and complexity of deploying DNSSEC is likely to decrease with time and therefore look forward to making DNSSEC mandatory for all new gTLDs. As a result, small new registries from developing countries are not likely to be affected as much by higher costs as initially thought.
