Re: [ALAC-Announce] CALL FOR NOMINATIONS: 2016 ALAC Leadership Team
Christopher, during the last At-Large Review, one of the recommendations was that the ALAC Chair serve for 2-year periods instead of one. When the ALAC Rules of Procedure (RoP) were re-written, we looked at several ways of doing this. Simply saying that the term was two years was problematic, because all ALAC Members are appointed for 2-year terms, and at any time, half of them (and potentially a good Chair candidate) would only have one more guaranteed year to serve (even though in many cases, the person might be eligible for re-appointment). The solution chosen by the group re-writing the RoP and ratified by the ALAC was the procedure outlined. Specifically: ALAC RoP 8.2 If the Chair is still a member of the ALAC in the year following his or her selection, is willing to continue in that role and subject to the eligibility rules in Paragraph 5, the Chair's term is deemed to be automatically renewed for a second year without any explicit action of the ALAC. The full RoP can be found at <http://tinyurl.com/ALAC-RoP-2013-04>http://tinyurl.com/ALAC-RoP-2013-04. Alan At 10/10/2015 11:39 AM, Christopher Wilkinson wrote:
Dear Alan:
Without wishing to disturb these otherwise calm waters, may I enquire:
-as I understand it, the ALAC Chair is eligible for a second term. That does not necessarily mean that the 'reconduction' is automatic, unless there are no other candidates. Normally, I would expect the staff also to call for nominations for the Chair.
-At Large is naturally aware that the current Chair is eligible and willing to be elected for a second term
-(I am not a candidate for any of the announced positions).
However it is increasingly evident that ICANN needs a far more crisp, informed and critical ALAC than we have experienced in recent years. There is a potential vacuum in the representation of civil society and users' interests: It is likely that GAC will abstain from voting participation in the 'Member'. Civil society participants in GNSO have not reined in the contracted parties. Discussion in CCWG is moving towards codifying how the SO and AC are accountable to the 'non-ICANN community'.
At Large should lead the way.
Best regards
Christopher

Dear All,
Please see below the call for nominations for members of the 2016 ALAC Leadership Team (ALT) sent on behalf of Alan Greenberg, Chair of the ALAC.
=========================================== ALAC LEADERSHIP TEAM
Now that it is confirmed that the ALAC Chair, Alan Greenberg, will continue for another term, he has requested that a call for nominations be issued for the other four members of the ALAC Leadership team (ALT) from the four remaining regions:
- Africa - Asia, Australasia and Pacific Islands - Europe - Latin America and Caribbean Islands
The ALAC Rules of Procedure call for up to two Vice-Chairs, at the discretion of the incoming ALAC Chair, and Alan has indicated that he would prefer two Vice-Chairs as was the case during the past year.
Nominations are now open for individuals to serve as the two Vice-Chairs of the ALAC and the two non-titled ALT positions. Nominations may be made by any current ALAC Member. Nominees need not be an ALAC Member at the time of the nominations, but must have an expectation of being an ALAC Member after the completion of the upcoming Dublin ICANN Meeting.
Requirements for ALT members can be found in Section 6 of the ALAC Rules of Procedure (<http://tinyurl.com/ALAC-RoP-2013-04>http://tinyurl.com/ALAC-RoP-2013-04).
Nominations will close on Saturday, 17 October 2015 at 23:59 UTC.
Nominations need not be seconded, but it is an ALAC tradition that others may second the nomination as a show of agreement with the nomination.
Nominations other than self-nominations must be accepted within seven days after the close of nominations. Acceptance should be sent to the alac@atlarge-lists.icann.org<mailto:alac@atlarge-lists.icann.org>.
Nominees without access to that list should send their acceptance to staff@atlarge.icann.org<mailto:staff@atlarge.icann.org>.
Staff will forward all acceptances to ALAC-Announce@atlarge-lists.icann.rog<mailto:ALAC-Announce@atlarge-lists.icann.rog>.
Following the close of the nominations period and the acceptance or rejection of all nominations, candidates from regions where the position is not contested will be declared to have won by acclamation.
If there are multiple candidates from any region, the candidates, in conjunction with the ALAC, will be given the opportunity to resolve the situation. Failing that, an secret vote of the ALAC will decide the winner.
If the resultant ALT includes two members nominated to be Vice-Chairs, those two will serve in those positions. If there are less than two or more than two nominated as Vice-Chairs, the ALAC Chair will decide who will occupy the Vice-Chair positions.
