After reviewing the mandate of the By-Laws section 12 (d) At-Large Advisory Committee on the Mandate of At-Large https://www.icann.org/resources/pages/governance/bylaws-en/#article12

There were phrases that highlighted At-Large to be involved in Policy Development Process please note that  At-Large does not participate in the Policy Development Process but participates and gives advice, makes appropriate recommendations based on the issues experienced by the end users. After reviewing the documents edits have been made to the strategy document to suit the mandate of At-Large.
