Dear colleagues, please be so kind to find the announcement below for the ICANN fellowship for Johannesburg. I am not happy. I am not happy at all since you will notice two things: 1. the Helsinki meeting taking place during MidSummer, what was going to be originally a Policy + Outreach meeting, which is what meeting B was supposed to be, became a Policy only meeting, as there was nobody to do outreach to. Remember that Meeting B needing to happen on continents that did not have the infrastructure and capacity to host an A or C meeting, and was supposed to have a significant outreach component part. The Jo'burg meeting is now set to be a "policy only" meeting!!! 2. As a result, we are faced with being on a continent that requires the most outreach and engagement, but are told that as this is a "policy forum", applications are restricted to only Fellowship Program Alumni. I thought that completely defeats the purpose of a Meeting B. What is going on? I think that the ALAC should seek a formal response from the ICANN Board about this. Hello Olivier, As I understand it, there supposed to be outreach on day 1 of meeting B[1] and I don't think that would change or are you suggesting that limiting the fellowship to Alumni would affect the outreach on day 1? Dear Seun, thanks for your follow-up. Outreach to *who* on day 1? I thought the day 1 outreach was for the whole region, not only for locals at local colleges and universities. We'd have returning fellows only. And the security situation in Jo'burg is such that we'll find it challenging to go out an engage in the local communities in universities... So what "outreach" would we be doing? And watch closely if the other parts of ICANN will do outreach at all. Calling this a "policy forum" sends the wrong signal. I now see your point Oliver which is mainly about the fact that reaching out to people may be restricted in ZA and we won't even have new fellows at ICANN to even reach out to if we decide to go local. I think there will still be a call for nextGEN? So that could be a group to reach-out to. By the way, I there will still be opportunity to reach out to the universities as security there is "somewhat" okay (no where on planet is safe by the way ;-) ) So it really depends on how important ICANN takes outreach and how far they want to go in putting it to actualisation. @Daniel the point is not about me supporting restriction of outreach to Alumni. ..so, there's a pattern emerging. Hmmm, what could that be about, I ask? The outreach component seems to be squeezed into smaller and smaller vessels. There is the perennial complaint - from the contracted parties - that it costs too much and, afterall, they're the ones who fund that sucker and they don't need no outreach. ICANN - the corporation - has always expected others to fund outreach on its behalf. All you need do is look at ALS in the context of the MOU and see how it is articulated. Comes the latest ALAC Review which clearly bemoans the outcomes of outreach. Dear friends, welcome to 2017! Well, not a surprise - I faced some difficulties in Helsinki (saved by a local friend) since I normally do outreach for DNS WOMEN event and in Helsinki staff was even forbidden to help me to set up a place (I get sponsorship, but staff helps with contacts, local negotiation etc., since they will be there weeks before the meeting) so forget about outreach… Any way we did it and had members form local women association, universities, despite the fact was traditional summer holidays. I do not expect nothing better from ICANN related to outreach. Fellowship was a shame!!! For what do we need those former members in Africa, without nobody to coach coming from the region?? For me, just waste of money. I believe the Outreach Committee could send a proposal, urgently, to open Fellowship to regional fellows and get 2-3 former members, preferably from Africa itself, to not detract the Program itself. Dear Colleagues, In reference to the reaction from Olivier, Meeting B taking place in Johannesburg will also have the AFRALO AGM taking place which preparation have already started, we look forward to have outreach and engagement as activities during this meeting. I am not sure whether the current preparations of Meeting B are putting this in consideration. As for Africa Region is there is need to have more Outreach as the region has the least number of participants contributing to the PDP processes, so together with capacity building WG, it would not be a bad idea to have some these sessions to encourage participation since we shall be having almost all ALSes from the represented during this meeting. I find this a big opportunity to conduct O&E. Seun, I dont think it is a good idea to limit Outreach to Fellowship Alumni. There is need to re-identify the scope of Outreach to different members and stakeholders. The leadership of AFRALO is already exploring opportunity to have an Outreach to a local University just as was done in Marrakesh. Outreach should not be over shadowed especially for the African Region, Olivier is doing tremendous work to have a strong reach out in EURALO of which it has a strong level of engagement in PDP, we hardly talk about issues that are affecting LACRALO regarding to Outreach and Engagement, There is need to review outreach and engagement strategies and not have it over shadowed despite we the fact that Policy Development is the backbone of ICANN. A plus to Vanda for a successful event for DNS Women, I think support should be granted for some activities since they have a strong component of reaching out and engaging new members. We need to re-think deeply and assess the component of Outreach and Engagement. Well, not a surprise - I faced some difficulties in Helsinki (saved by a local friend) since I normally do outreach for DNS WOMEN event and in Helsinki staff was even forbidden to help me to set up a place (I get sponsorship, but staff helps with contacts, local negotiation etc., since they will be there weeks before the meeting) so forget about outreach… Any way we did it and had members form local women association, universities, despite the fact was traditional summer holidays.
I do not expect nothing better from ICANN related to outreach. Fellowship was a shame!!! For what do we need those former members in Africa, without nobody to coach coming from the region?? For me, just waste of money.
I believe the Outreach Committee could send a proposal, urgently, to open Fellowship to regional fellows and get 2-3 former members, preferably from Africa itself, to not detract the Program itself.

..so, there's a pattern emerging. Hmmm, what could that be about, I ask?
The outreach component seems to be squeezed into smaller and smaller vessels. There is the perennial complaint - from the contracted parties - that it costs too much and, afterall, they're the ones who fund that sucker and they don't need no outreach. ICANN - the corporation - has always expected others to fund outreach on its behalf. All you need do is look at ALS in the context of the MOU and see how it is articulated. Comes the latest ALAC Review which clearly bemoans the outcomes of outreach.
Go figure.

2. As a result, we are faced with being on a continent that requires the most outreach and engagement, but are told that as this is a "policy forum", applications are restricted to only Fellowship Program Alumni. I thought that completely defeats the purpose of a Meeting B.
What is going on? I think that the ALAC should seek a formal response from the ICANN Board about this.
