Hello dear all!
Thank you for this discussion, food for mind, and understanding which path (with what different introductory obstacles or vice versa - help, stipendien  and encouragement) the newcomers of the community go through. This is a huge complex of analysis and work. In neighboring ICANN constituencies we see how it is implemented (or don`t know and want to know more).

To all of the above, I can add:
1. In any organization, performance assessment should be two-sided:
to evaluate not only people and their contributions, but also to evaluate the effectiveness of the organization's business processes, and the range of opportunities and conditions provided by the community for volunteers.

2. When in our community of volunteers, represented in such a diverse way (not only by members, but also by living conditions, the economy and the current situation in different countries, not equal access to work opportunities in the community, the unavailability (yet) of multilingual support for all working processes, different opportunities for involvement in the three pillars of At-Large activities), the idea to implement metrics, the evaluation of indicators with minimal probability will lead us to the possibility of linearly and equally evaluating the contribution of members communities in its development.

We can still see that not all regions (not all RALOs, leaders) express concerns about this precedent, which is also a reflection of how we, the community, understand and present diversity. And it's not just about gender only, unfortunately.

Thank you Fatimata to adding a concrete example on how women are discriminated due to their massive amount of extra work/family obligations. 
I like to also bring up another group that is invisible which is 15% of our population, its the Persons with Disabilities.   I believe strongly that we should be proving the ways and means for these individuals have an opportunity to be involved.   An interesting event yesterday held by CIRA on multistakeholderism  failed to include  Closed Captioning where they prided themselves on being inclusive.   We need to rethink how inclusive we actually are.

I believe, we, long-term members without business interests are continuing to attend ICANN because we like it, and we see we can add some, in our views, relevant value, no matter if technical, managerial, or social.

However, looking back, more and more we are now just a few of those financially disinterested people, compared with the large ICANN group with a financial interest in being part of ICANN - this financial interest can be any resource that pays your bills. Hence, we, with no financial interest I believe, are a group in extinction.

To have new members to actively participating in the At Large organization maybe it is time to  start focusing on those areas  where new members are employees of government or companies with financial interest but also nterested also in the social side, or even a R&D organizations in order to allow new members to At Large to see advantages to their engagement.  At Large is the only group that still have some real volunteers. All other groups members have some financial interest allowing them to dedicate their time to work for ICANN.

ICANN needs to rethink its volunteer model.

New members that came with energy only will continue if they get any other financial support to dedicate time to At Large work.

I, member of those in extinction full volunteer, will continue to follow ICANN while I feel I can be useful, and I still recognize some personal value in my participation.

I do not expect NexGen to buy our model, and even only fewer fellows will do it without the support of its business interests.

I have no criticism of anyone with business interests, but we need to think about how the At Large equation will really survive in the next 5 or more years.

Thank you for reigniting this useful discussion. Exploring metrics and incentives seems particularly relevant as the landscape of "young recruits" evolves, placing the At-Large community at the forefront of these changes. 

I am certain that my co-authors (included in the CC) would also be eager to revisit the discussion we initiated following our community's experience during the pandemic, particularly concerning volunteer support and contribution metrics. Thank you again for your feedback on the At-Large travel policy.  I want you to know that we have heard your concerns regarding the proposed At-Large travel policy and we want to keep discussing it with you. The need for an objective, utilitarian and flexible travel policy still exits to ensure that those actively engaged in ICANN work are in the best position to participate and we are actively planning for the future.

 

For ICANN80, we propose to revert to the allocation of 15 slots to the ALAC, 10 to the five RALOs and 3 for ALAC Liaisons and one for the ALAC Chair. Given that 3 ALAC members are unable to travel to Kigali, we would like to offer them to AFRALO to allocate as they wish. These 3 slots are unused ALAC slots so they are not drawn from expected slots. 

 

For ICANN81, as this is the Annual General Meeting, we will also use the allocation which also supports the travel for outgoing, incoming, and continuing ALAC and Regional Leaders, according to their regional rotations 

 

For the longer-term development of an At-Large travel policy, starting as early as May 2024, we suggest engaging in regional listening sessions where everyone has the opportunity to share their views and explain any concerns in a structured manner. Should you agree, we’ve asked Melissa Allgood, a member of ICANN org specializing in conflict resolution, to lead these discussions as a neutral facilitator. Melissa will not act as a representative of ICANN org, but rather will structure our dialogue to ensure that all participants are heard and their views considered. We will work with RALO leaders to include these listening sessions at a time that best meets the needs of each region, perhaps during scheduled monthly calls. 

 

The development of a formal At-Large travel policy will take some time and we would like for all voices to be heard and considered. Ideally, we would like to work jointly with you - - in  eliminating subjective answers with agreed, objective metrics that meet well crafted expectations of volunteers in performing the role of the ALAC as tasked under the ICANN Bylaws.  Such a policy should be reflective of the values of the bottom-up multi-stakeholder model.

 

Let us move forward in an inclusive, constructive, transparent, and respectful manner within our community.
