CURRENT STATUS
The public comment period on the Working Group’s draft Final Report closed on 30 September 2020. As of the closure date, more than 50 comments were received. ICANN org policy support staff is in the process of compiling the comments to be displayed in a transparent and usable manner. Comments will also be made available for download by anyone interested in reviewing them.

On 14 September, the Working Group Co-Chairs held a webinar for the community in which they presented on a selection of the topics within the draft report, answered questions, and provided context where it was needed. The recording, transcript, and slides from the webinar are available here.

During the public comment period, the Working Group met weekly to discuss several topics:

  • 10 September: In-depth discussion of Closed Generics proposals put forward by Working Group members. 
  • 17 September: CPE Guidelines and WG Recommendations / Implementation Guidance regarding Community Applications.
  • 24 September: Continued discussion of CPE Guidelines and WG Recommendations / Implementation Guidance regarding Community Applications.
NEXT STEPS
With the closure of the public comment period, the Working Group will begin reviewing and analyzing the input received through public comment with the objective of finalizing its recommendations and Final Report. 

The Working Group will hold two working sessions as part of the ICANN69 agenda. These sessions will take place on Wednesday 14 October from 12:00-13:30 UTC and 14:00-15:00 UTC. The working group will use the sessions at ICANN69 to begin reviewing public comments received on the draft Final Report and determining whether changes may be needed for the Final Report.

Following ICANN69, the Working Group will resume a biweekly meeting schedule.
WHAT IS THIS ABOUT?
In June 2014, the GNSO Council established a Discussion Group that was intended to evaluate the experiences of the 2012 round gTLD Program and to identify possible areas for future GNSO policy development. The Discussion Group’s deliverables served as the basis for the GNSO Council request for a Preliminary Issue Report in June of 2015.
Following the publication of the Final Issue Report, the GNSO Council adopted the charter for the PDP Working Group, which began its work in February 2016. The Working Group first concentrated on a set of overarching issues. It then conducted initial deliberations on additional topics in its charter using five separate Work Tracks: Work Track 1 - Overall Process/Support/Outreach, Work Track 2 - Legal/Regulatory, Work Track 3: String Contention/Objections & Disputes, Work Track 4: Internationalized Domain Names/Technical & Operations, Work Track 5: Geographic Names at the Top Level. Following the publication of the Initial Report and Supplemental Initial Report, the Working Group worked at the plenary level to analyze and incorporate input received through public comment and refine draft outputs.
WHY IS THIS IMPORTANT?
The Discussion Group identified a number of subjects that may require further analysis and possible formulation of policy language. There are existing policy recommendations adopted by the GNSO Council and ICANN Board, which will remain in place unless the PDP WG determines that changes are needed.
