Indeed using "oversees" this could imply a matter of top down authority towards the community, which it does not have.
In using "represents the interests", it goes further than "acts in the best interests", but it also opens the door to criticism that there are no procedures in place to ask every Internet user what they think, so it further exacerbates the issue of legitimacy. Thus I would support "acts in the best interests"

The term « oversees » is not appropriate. It is as if you say the GNSO council oversees the NCSG or NCUC or NPOC or the BC or the IPC or the Registry …. communities. Any term that have the meaning of control or domination of the At-Large Community by ALAC  wouldn’t be acceptable. Otherwise, I can live with any other word.
