As a matter of protocol, JJS is correct.  But since the ALAC can dip its mouth into anything ICANN and in this case implementation of policy - aka operational - matters are in play, I can see why in this case one could reasonably address the CEO.

But while serving on the ALAC, on several occasions I remarked that the "natural" interlocutor for the Chair of the ALAC is/should be the Chair of the Board, on the grounds that an Advisory body is not directly connected with the operational head of ICANN, but with its policy- and decision-making entity, which is the Board.
