I noticed that inre PDP1, the reference makes the public interest - detailed as '(public interest)' in your writing - seem like an afterthought and not fundamental to the consensus requirement for charter questions. 

I agree with you in elevating the settlement of charter questions for the PDP to top of mind and continue to believe advocacy of the 'public interest' is a fundamental At-Large role. [A] charter question[s] addressing is thus a compelling interest; that is to say, bake that into the PDP. 

Am I reading too closely or too much of a projection in the way it is reported?

Summary Report to the ALAC on GNSO Council Meeting #12 held on 11 December 2025

For brevity, I will just highlight outcomes on key issues here. You may get more information under the Matters of Interest and/or Meeting Records tabs.

1. Consent Agenda

  • SPIRT Leadership Team for 2025-2027 confirmed with Jeff Neuman as first term chair, and Cheryl Langdon-Orr and Segunfunmi Olajide as first term vice-chairs.

2. DNS Abuse

  • Council had been contemplating initiating 2 (new) PDPs on DNS Abuse Mitigation, since requesting a Preliminary Issue Report on DNS Abuse in August 2025. Post consideration of public comments received and subsequent Council discussions on the Final Issue Report on DNS Abuse Mitigation, and in order to not delay next steps, Council voted affirmatively (though not unanimously) on a compromise motion which, in effect:

    • Initiates 2 PDPs on DNS Abuse Mitigation on -

      • PDP 1: Associated Domain Checks: A framework requiring registrars to proactively investigate domains linked to malicious actors, particularly in cases of high-volume domain registrations used for DNS Abuse campaigns; and

      • PDP 2: Safeguards for Application Programming Interface (API) access to new customers: A proactive approach that seeks to introduce friction for new customer accounts, prior to gaining access to high volume registration tools until trust is established

    • PDP 1 is expected to begin as soon as its Charter is settled; Council also formed a Charter Drafting Team for PDP 1 which is meeting over the week of 15 December to recommend an update to the PDP 1 Charter – the portions still in contention being:

      • To ensure consensus in charter questions amongst charter drafting team on human rights impact, registrant protection (and public interest)

      • PDP working group model: Representative+Open vs Representative-only, and allocation of Representative Seats

    • PDP 2 Charter will be developed further at a later date.

3. Registration Data Request Service (RDRS)

  • Council voted to accept the Registration Data Request Service (RDRS) Standing Committee’s updated Findings Report as input for progressing next steps on the RDRS.

I am happy to inform that - after my DNS Abuse update at last week's CPWG Call - the Council Vote on item 4 Final Issue Report on a Policy Development Process for DNS Abuse refers to the Final Issue Report which recommends an a Representative plus Open Model for DNS Abuse Mitigation PDP 1 on Associated Domain Checks, where all ACs, SGs and Cs would be invited to nominate an equal number of Members (i.e. 2 each) while accepting other Participants who may be from a GNSO SG/C or SO/AC, or may be self-appointed and derive from within the ICANN or broader community, as well as Observers.

However, I should also note that there may be a delay in settling the Charter for DNS Abuse Mitigation PDP 1, as Council is still being asked to contemplate adjustments to the same. I will provide a more concrete update after Council meets on Thursday, 11 Dec. 

Further to this, AOB item 7.2 - WSIS+20 developments and the upcoming meetings in New York, has been added to the agenda.
