For better or worse, the NTIA's eventual position on the IANA function, it current dispensation and the corollary cooperative Agreements will impact ICANN the corporation, the ICANN MS process and, global internet users.IMHO and by virtue of ALAC being the representative of the global internet user view in the ICANN MS process is accorded standing. As OCL pointed out, when the IANA transition matter came up and a similar request came out of the NTIA, the ALAC commented as indeed several members in their own right.Whether our Uncle Sam would tag an ALAC comment as having more value or impact than any itinerant other is another matter entirely.-Carlton

However if ICANN being an organisation incorporated in the USA then believes her MS community should respond then they need to initiate a process to collect those feedback from the community and submit it as ICANN MS community response to the NTIA's call for comment, otherwise, I do not think it is appropriate for ALAC/Atlarge to respond directly to a country's call for comment.--On Wed, Jun 6, 2018 at 11:21 AM, Andrei Kolesnikov <andrei@rol.ru> wrote:Javier, I don't think it is appropriate bearing in mind the international nature of ALAC representatives. --andrei--2018-06-06 13:15 GMT+03:00 Javier Rua <javrua@gmail.com>:I’m all for ALAC sending a comment to NTIA, if that is allowed!Javier Rúa-JovetThanks Leon.
On the (unasked) question whether the ALAC should or should not send a contribution to this, an external (non ICANN) enquiry, there is a precedent for the ALAC to send a comment to an external process: the previous NTIA NOI on IANA. https://atlarge.icann.org/advice_statements/8421

Dear all,
I thought many of you might be interested in the Notice Of Inquiry (NOI) published by the NTIA on International Internet Policy Priorities.
The NOI includes some questions in relation to the IANA transition. Most precisely it raises the question on whether the transition should be unwound and if so, how?
There are also questions related to free flow of information and jurisdiction, Multistakeholder approach to internet governance, privacy and security and emerging technologies and trends.
You can find the NOI in this link https://www.ntia.doc.gov/federal-register-notice/2018/notice-inquiry-international-internet-policy-priorities
I hope you find this information useful.
Kind regards,
León
