If I understand correctly, the denial of the injunction allows ICANN to proceed with delegation. However the basic lawsuit is still pending. The denial of the injunction does lower the probability that the lawsuit will succeed though. Presumably if the lawsuit ultimately was won by dotconnectafrica, the TLD would then have to be redelegated to them (if all appeals are exhausted).
